With the contradiction between energy consumption,economic growth and environmental pollution seriously,high-quality development has become the main melody of economic development.Promoting the development of green logistics is the core module of high-quality development of logistics.In addition,relying on the policy of strengthening opening-up degree and high-quality development in recent years,the state puts forward the strategy of strengthening the new western land-sea corridor.A comprehensive and objective evaluation of the development level of green logistics is also conducive to the sustainable development of this region.In order to measure comprehensively the green logistics efficiency of the new western land-sea corridor,energy consumption of the logistics industry is included into the input evaluation index system with capital input and labor input,and carbon dioxide emission of the logistics industry is taken as the undesirable output while the desirable output of the added value and Cargo turnover of the logistics industry are considered.The green efficiency of logistics industry in the new western land-sea corridor during 2011-2020 was analyzed by using the SBM-DEA model based on undesirable output.After combing and analyzing the overall characteristics and inter-provincial characteristics of efficiency,the dynamic trend analysis of green efficiency of logistics industry in the new land-sea passage region in the west was carried out with the help of Global Malmquist-Luenberger(GML)index.This allows us to know if the index of green logistics is rising in next year,falling or unchanged compared with the previous year.In addition,the Tobit regression model is constructed and measured the green logistics efficiency value is used as the dependent variable to analyze the factors affecting the development level of green logistics along the new western land-sea corridor.It was found that in terms of the efficiency value of green logistics,the efficiency value shows a trend of small-scale fluctuations;the efficiency values between provinces are large,and the development is not balanced.The decomposition finds that the scale efficiency value is bigger than the technical efficiency value,which shows that the scale of the logistics industry in the region is relatively better;in terms of total factor productivity,it is found that the overall and the inter-provincial level shows fluctuate trends because it is decreased or rising.In terms of affecting variables the efficiency of green logistics,the Tobit regression model is used to analyze,and the impact of government intervention,informational degree,location factors,energy productivity,and environmental regulation intensity on the green efficiency of the logistics industry is significantly.The impact of the industrial structure and urbanization on green efficiency is not significant.Finally,this article provides suggestions on the development of green logistics in the new western land-sea corridor to improve the level of green economic development. |
