| The 14 th Five-Year Plan emphasizes the strategic position of green development in the overall modernization construction of our country,and how to achieve high-quality green development of our economy has become a hot topic in today’s social research.The green total factor productivity(GTFP)can reflect the real green growth performance of the economic system in a certain period,which has significant guiding for the evaluation of high-quality green development of China’s economy.High-quality green industrial development is the foundation of high-quality economic development in China.As a pillar industry,the construction industry not only contributes a lot to the economic growth,but also bears the important task of environmental sustainable development.However,with the rapid development of the construction industry,great negative externalities have been caused to the ecological environment and natural resources,which seriously restricts the realization of high-quality green development of the construction industry.Against this backgruond,there is a urgent need to evaluate the GTFP of the construction industry ccomprehensively and effectively,explore the critical factors that affect the growth of the construction industry GTFP,and contribute good suggestions for the early realization of high quality green development of the construction industry.On the basis of the multi-stage characteristics of the construction industry production process and in consideration of the availability and quantification of data,this study divides the construction industry production process into engineering consulting stage and engineering construction stage from the perspective of stages,.Secondly,the network RAM model and the network RAM-based Global Malmquist-Luenberger index model are used to calculate the GTFP of the construction industry from the static and dynamic perspectives respectively,and analyze the spatiotemporal evolution characteristics of the construction industry GTFP from the national,regional and provincial levels.Finally,the Tobit panel regression model is applied to explore the main factors affecting the GTFP growth of the construction industry,so as to provide reasonable suggestions for the sustainable and healthy development of the construction industry.The results show that :(1)There is still some room for improvement in the static GTFP of the construction industry.The static GTFP in the engineering consulting stage is larger than that in the construction stage,which indicates that the construction stage is the short board restricting the improvement of the overall static GTFP in the construction industry.(2)The dynamic GTFP of the construction industry has a average annual growth of 0.06%.Technological advance is the major force for the improvement of the GTFP of the construction industry in China,and the differences among regions are obvious.The eastern region is better than the central and western regions,but the dynamic GTFP of the western region has improved significantly in recent years.(3)The dynamic GTFP in the engineering consulting stage increased by 0.51% annually during the research period,which was driven by technical efficiency and technological progress.(4)During the construction stage,the dynamic GTFP decreased by 0.6% annually,and the development of the construction stage was restricted by both technical efficiency and technical progress;(5)construction development degree,the energy consumption structure,urbanization level,the degree of technology innovation,labor quality,digital level and capitalization level have positive effects on construction of dynamic GTFP growth,and the intensity of environmental regulation on the construction of dynamic GTFP ascension has certain inhibition,and engineering consulting and project construction phase difference between the dynamic GTFP growth factors.This research innovation evaluation of the "black box" to break the traditional mode,the construction of the production process is divided into engineering consulting and project construction phase,and the energy consumption and co2 emissions into the analysis framework,building construction GTFP evaluation system,for the perfection of the construction industry GTFP measurement system has carried on the beneficial exploration and practice,and for related departments to formulate appropriate policies to provide scientific basis and reference,will be conducive to the construction of high quality green development. |
