With the continuous development of the national economy,the logistics industry has gradually become the main driving force supporting the development of the national economy.In recent years,the logistics industry in Henan Province has prospered and developed,but the long-term sustained extensive development mode has greatly hindered the improvement of logistics efficiency,and has become an urgent problem to be solved.This paper takes the logistics efficiency of Henan Province from the perspective of lowcarbon as the research object,analyzes its development status based on the actual research background and relevant data,constructs an evaluation index system,uses the three-stage DEA model and Malmquist index method to evaluate and analyze the relevant efficiency from the static and dynamic dimensions,and draws the following conclusions: From the static analysis results,after removing environmental factors and random interference items,comprehensive technical efficiency and pure technical efficiency decline,while scale efficiency increases.Since comprehensive technical efficiency is equal to the product of pure technical efficiency and scale efficiency,the decline of pure technical efficiency is the main negative impact on the change of comprehensive technical efficiency,indicating that the technical level of cities in Henan Province is relatively low.It restricts the development of low-carbon logistics.From the dynamic evaluation results,in recent years,although the overall logistics industry in Henan Province has shown an upward trend,the overall slow,technological progress index and pure technical efficiency have made little progress,but the situation of decline,the region should focus on the industry to promote technological innovation,improve the level of information technology,improve facility construction,improve scale efficiency,etc.The analysis results are consistent with the static analysis.Finally,through the analysis and summary of the current development situation and the model calculation results,it is found that there are some problems in the aspects of technology level,energy structure,scale efficiency and specialization level.In this regard,this paper puts forward targeted development countermeasures and suggestions: promote technological innovation and improve the informatization level;Improving energy mix and reducing carbon emissions;Improve facilities construction,improve scale efficiency;Increase government support,improve the level of industry management and increase the training of professional talents.
