The logistics industry is an indispensable foundational and pillar industry for China’s economic development.With the continuous increase in logistics demand,the logistics industry has become an accelerator for China’s economic growth.However,the rapid development of the logistics industry is also accompanied by issues such as high energy consumption,high pollution,and high carbon emissions.The Yangtze River Economic Belt is a major strategic development area in China.Against the backdrop of China’s continuous promotion of low-carbon development,how to put its logistics industry on a low-carbon development path and achieve substantial improvement in logistics efficiency is crucial for responding well to the development requirements of the new era.This article focuses on efficiency as the main focus of research,and based on the background of low-carbon development,analyzes the logistics efficiency of eleven provinces and cities covered by the Yangtze River Economic Belt from 2016 to 2020.Firstly,based on a systematic review of existing research,the efficiency evaluation indicators of the logistics industry in a low-carbon context are determined through literature analysis;Secondly,using a three-stage DEA model,environmental factors such as regional GDP,government support,and technological level are included in the study to evaluate the logistics efficiency of the Yangtze River Economic Belt from a static perspective under the low-carbon background;Then,the Malmquist index model is used to analyze the dynamic changes in logistics efficiency in the Yangtze River Economic Belt,and the factors affecting logistics efficiency are analyzed by decomposing the total factor productivity index representing efficiency;Finally,based on the efficiency evaluation results,propose strategies for developing low-carbon logistics in the Yangtze River Economic Belt from both the overall and regional perspectives.The efficiency evaluation results show that,from the static evaluation results,in the first stage,except for Shanghai,Jiangsu,Zhejiang,and Anhui provinces,the comprehensive efficiency of the logistics industry in other provinces of the Yangtze River Economic Belt has not reached DEA effectiveness.The reason for this is not only due to low pure technical efficiency,but also influenced by environmental factors.In the third stage after removing the influence of environmental factors,the scale efficiency has decreased and the pure technical efficiency has increased.The efficiency of Shanghai,Jiangsu,Zhejiang,and Anhui provinces still maintains DEA effectiveness,while other provinces are still in a state of ineffective comprehensive technical efficiency.Among them,the comprehensive technological inefficiency in Jiangxi,Hunan,Chongqing,Sichuan,Guizhou,and Yunnan is caused by the inefficiency of scale efficiency,while the inefficiency in Hubei is mainly due to the inefficiency of pure technological efficiency.From the dynamic evaluation results,it can be seen that the total factor productivity index of the logistics industry in the Yangtze River Economic Belt was on a downward trend from 2016 to 2020,and the decline in technical efficiency was the main factor leading to the decline in total factor productivity index,while the decline in scale efficiency was the main reason for the decline in technical efficiency. |
