As the largest developing country,China has made remarkable achievements in industrial construction since the early days of the founding of the People's Republic of China.China has now become the largest industrial country in the world.However,the decrease of demographic dividend and environmental pollution have gradually become major problems restricting the further development of China's industry.How to make better use of labor input,capital input and energy input to achieve the transformation of high-yielding,low-pollution and high-quality industry will be an important issue for China's industry in a long period of time in the future.The industrial city is an important carrier of China's industrial transformation.Therefore,this paper selects 25 sample industrial cities according to the theory of urban division of labor.Through the construction of SBM model with non-expected output,the calculation and decomposition of Malmquist index,the static characteristics and dynamic evolution law of industrial environmental efficiency in sample industrial cities were studied.Through the redundancy analysis,the SBM model without environmental factors is studied to consider the way to improve the industrial environmental efficiency from the perspective of input and output.Based on the truncated regression model modified by Bootstrap method,the influence mechanism of environmental protection policy,technological progress and other factors on industrial environmental efficiency was studied,so as to provide further reference for the improvement of environmental efficiency in industrial cities.The results show that: in 2017,the industrial environmental efficiency of 25 sample industrial cities is at a high level,and the distribution of industrial environmental efficiency in the eastern and southern coastal areas is higher.During the period from 2005 to 2017,the number of industrial cities with DEA efficiency decreased first and then increased.With the passage of time,the driving force of industrial environmental efficiency improvement in China is shifting from scale expansion to technological progress.The reduction of energy consumption per unit of GDP can effectively improve industrial environmental efficiency.Based on the above research conclusions,this paper puts forward the following policy suggestions: First,focus on creating a good economic development environment.A better economic environment can provide strong support for the improvement of industrial environmental efficiency.Second,"emission reduction" of total industrial sulfur dioxide and "energy conservation" of energy consumption per unit of GDP should be promoted simultaneously.Third,the establishment of industry-university-research platform to improve the conversion rate of scientific research results.
