Evaluation Of The Implementation Effect Of Urban Domestic Waste Classification Policy In Pengzhou City From The Perspective Of Residents’ Perception

In recent years,urban expansion has contributed to the continuous expansion of population size,which has also led to an increase in the total amount of urban waste.In addition to the crazy growth of urban domestic waste,many large cities have been plagued by "garbage encirclement and suppression".To solve the relationship between economic development and waste disposal,especially to do a good job in urban Waste sorting,expand the research scope of urban Waste sorting policies,is conducive to the horizontal advancement of research in urban waste management,construction management and other fields,so as to better improve the existing Waste sorting management system and management mechanism.Effective implementation of urban Waste sorting can guarantee the efficiency of urban waste treatment and realize the sustainable development of urban economy.In order to further improve the urban Waste sorting policy of Pengzhou City and promote the smooth progress of the domestic Waste sorting classification work,this study will,from the perspective of residents’ perception,use the Delphi method method,analytic hierarchy process and fuzzy comprehensive evaluation method to build an indicator system for the evaluation of the implementation effect of the Waste sorting policy,including three criteria levels and nine indicator levels,and determine the indicator weight of each level;Quantitatively analyze residents’ evaluation of the implementation effect of Pengzhou’s domestic Waste sorting policy,qualitatively analyze the phased achievements and current problems of its domestic Waste sorting classification treatment,sort out the possible reasons,and propose corresponding promotion measures and optimization suggestions,so as to provide a theoretical basis for the effective implementation of Pengzhou’s subsequent urban Waste sorting policy.The results show that:(1)From the overall perspective of Pengzhou,the comprehensive score of the implementation effect of Pengzhou Waste sorting policy is 4.08,indicating that the implementation effect is "good".From the perspective of different criteria levels,residents have the highest evaluation on infrastructure supporting construction,but the evaluation on the implementation degree of their domestic Waste sorting treatment is not high.From the perspective of different regions,the implementation effect of Longfeng Street and Mengyang Street is better,higher than the overall level of Pengzhou City,while the implementation effect of the far central urban area needs to be improved.(2)The implementation of the municipal solid waste classification policy in Pengzhou City has the problems of insufficient infrastructure construction,insufficient publicity and insufficient implementation;The reason may be that the pre-planning of waste sorting infrastructure is not perfect,the implementation of publicity and mobilization strategies is not deep,and the special fund investment is insufficient.(3)Based on the above research conclusions,this paper puts forward the following suggestions for the implementation of urban solid waste classification policy in Pengzhou:strengthen infrastructure construction,strengthen waste classification publicity and education,and strengthen special fund investment.
