Study On The Problems And Countermeasures Of Separating And Treating Rural Domestic Waste In Wenjiang District

The No.1 document of the Central Committee in 2023 clearly proposed to steadily prom ote the improvement of rural living environment.As an important link to promote the improve ment of living environment,the classification of rural household garbage is of great significan ce to the construction of beautiful countryside and the promotion of rural revitalization.There are various types of rural areas in China and their development conditions are also very differ ent.The four-level garbage collection and transportation mode of "household classification,vi llage collection,town transfer and county treatment" vigorously implemented nationwide nee ds to be applied in different places according to local conditions.Wenjiang District is located i n the southwest and contains various types of villages.It is of great significance to explore the cooperative cooperation of multiple subjects,the long-term governance mechanism and the di versification of management methods to improve the treatment effect of household garbage in rural areas and improve the classification and treatment of household garbage in rural areas.Taking This paper takes Wenjiang District as the research object,firstly summarizes the development process of household garbage classification and treatment in Wenjiang District,a nalyzes the specific links of "household classification,village collection,town transport,coun ty treatment" in Wenjiang District,and analyzes its connotation and characteristics.Secondly,through field visits and questionnaires,this paper analyzes the current situation,effectiveness,problems and causes of household garbage classification and treatment in Wenjiang District u nder the previous model from the aspects of villagers’ behavior,garbage removal and transpor tation process,financing,supervision and management mechanism,and finally puts forward c ountermeasures and suggestions according to the problems and causes.The results showed tha t(1)rural residents in Wenjiang District had a high willingness to participate in household gar bage classification,but lacked the motivation to do so.(2)The phenomenon of mixed collecti on and transportation still exists in the process of rural household garbage removal.(3)Most o f the funds for household garbage sorting and treatment in Wenjiang District come from finan cial subsidies,with little participation of social capital and low willingness of villagers to pay fees.(4)The classification of rural household garbage in Wenjiang District involves many dep artments,but the communication and coordination among all departments are not smooth,and there is a lack of cooperation mechanism.(5)In terms of supervision and management,it is mostly a top-down,result-oriented periodic assessment,which lacks the assessment of all link s of household garbage classification and treatment,and does not play the role of villagers’ ind ependent supervision.(6)There is no household garbage disposal point in this region,which i ncreases the garbage transfer workload and causes additional financial burden.In view of the problems and causes of household garbage classification and treatment in Wenjiang District,t his paper puts forward the following suggestions:(1)Form an effective classification standard based on the actual situation,strengthen the publicity of garbage classification,make villager s realize the huge externality of garbage classification,and enhance the motivation of villager s to participate in household garbage classification and treatment.(2)Strengthen the training o f environmental sanitation workers in enterprises,eliminate the phenomenon of garbage colle ction and transportation.(3)Attract social capital to join the household garbage classification and treatment link,and expand the source of funds.(4)Establish a departmental cooperation mechanism and strengthen cross-departmental cooperation and exchanges.(5)Improve the su pervision and management mechanism,strengthen the whole process of supervision,and guid e residents to conduct independent supervision.(6)Optimize the way of household waste disp osal and strengthen regional cooperation.
