Research On Problems And Countermeasures Of Rural Household Garbage Management In Tongchuan District Under The Background Of Rural Revitalization

The "rural revitalization" strategy was first proposed in the report to The 19 th National Congress of CPC,Its goal is to improve the living standards of the vast majority of farmers and solve the problems of "agriculture,rural areas and farmers" in the new era in accordance with the overall requirements of "prosperous industry,livable ecology,civilized rural customs,effective governance and rich life”.In the process of implementing the rural revitalization strategy,we should continue to improve the rural living environment,explore effective models of social governance,Environmental problems such as sewage and household garbage pollution are the first to suffer.Although all parts of the country attach great importance to the rural environment improvement work,but the problem of rural household garbage pollution is still prominent.Because of the vast area,large population and backward economic level,it becomes the key point for the implementation of rural revitalization strategy to govern rural solid garbage effectively.Based on the theory of circular economy,public governance and ecology,this paper takes the literature research method,case study method and field investigation method as research methods,and takes the rural household waste management problem in Tongchuan District of Dazhou City as the research object.Starting from the goal of improving human living environment,creating beautiful countryside and realizing rural revitalization,this paper deeply discusses the current problems in the treatment of rural domestic waste in Tongchuan District,and combines some typical cases at home and abroad,and puts forward some countermeasures and suggestions for the treatment of rural domestic waste in Tongchuan District of Dazhou City.Through the investigation of the work of rural solid waste management in Tongchuan District,it is found that the existing problems of rural solid waste management in Tongchuan District include: weak awareness of villagers’ participation in governance,The infrastructure is inadequate,The prospect of sanitation is poor,lack of supervision and so on.The key reasons FOR these problems are: insufficient publicity of rural waste management,single mode of capital investment,limited participation of non-governmental organizations,and imperfect supervision and assessment mechanism.In view of the above problems,this paper puts forward several suggestions: to strengthen the publicity of rural household waste management,enhance the awareness of participation of villagers;Increase capital input,enrich special fund-raising channels;Strengthen team building and raise the level of participation of social organizations;Strengthen management responsibility,establish long-term supervision mechanism.We will strengthen legislation and improve regulations;promote market-oriented operation and innovate management forms.
