| The 19 th National Congress of the Communist Party of China put forward the general requirements for the implementation of the rural revitalization strategy of "prosperous industry,ecological livable,civilized village style,effective governance,and prosperous life",and the 20 th National Congress of the Communist Party of China further proposed "building a livable and beautiful countryside",and the ecological environment protection of rural areas is a link in the construction of ecological civilization in the new era,and it is also the due meaning of rural ecological livable.But at present,the pollution problem of garbage production in rural areas is more serious,which is a major practical obstacle to the construction of beautiful countryside.Based on the background of ecological civilization construction and beautiful countryside construction,this paper conducted field investigation and research on X Town,L County,G Province,and found that the main problems of X town in the management of rural waste production are villagers’ legal awareness of environmental protection,poor law enforcement effect and relevant laws and regulations to be improved.To solve the above problems,firstly,we should strengthen the villagers’ awareness of rule of law from the direction of publicity and education of rule of law.Secondly,it is necessary to integrate law enforcement resources,strengthen law enforcement,ensure the quality of law enforcement,and strengthen supervision and law enforcement.Finally,by broadening the scope of adjustment of legal norms and enhancing the enforceability of laws,the relevant legal norms are improved,so that all aspects of pollution prevention and control of rural production garbage can be governed by law,and legal regulations are endeavoring to guide the management of rural production garbage,improve the rural production environment and ecological environment,and lay a solid legal foundation for the realization of a beautiful and ecologically livable countryside. |
