In recent years, China's water pollution control work in rural areas to receive more and more attention, but the current status of research, the prevention and control of water pollution in rural areas there are still a lot of issues that require further research to continuously improve our rural water pollution control legal system.Rural Water Pollution may cause hazards are many, will not only cause damage to the basic conditions for agricultural production, such as soil, but also affect the safety of agricultural products, or even a serious threat to the health and safety of citizens, and affect the ecological civilization construction of new urbanization process, so the research on the prevention and control of water pollution problems in rural areas it is very necessary and urgent.Firstly, using the research methods of literature analysis, generally introduced China's current rural water pollution control work situation and challenges facing the cause of water pollution in rural areas were more detailed classification, and the need for rural water pollution control It was analyzed, such as social, industrial and agricultural production and human health hazards.Secondly, the present stage our country on the rural water pollution prevention and control legislation present situation analysis, pointed out that the existing rural water pollution prevention and control in the presence of some specific legal issues: first of all, the legislative concept of the existing of the "water pollution prevention law" does not conform to rural ring work conserving the reality of the situation, "urban legislation", "industrial legislation" thought to be thick, prevention and control of water pollution in rural areas lack of operation regulations, most of them are general provisions, resulting in the process of law enforcement is often unsystematic. Secondly, rural water environmental supervision and management mechanism also exists many problems, unclear functions of water environment management departments, problems often passing the buck. Again, the existing "heavy end control, light source control" of the traditional pollution control mode is not adapted to the current stage of China's surface source pollution control. Finally, it analyzes the problems existing in the public participation principle in our country at present, which is mainly manifested in the weak public awareness of environmental protection and the imperfection of the system of environmental information disclosure.Again, this paper uses the comparative analysis research methods, introduces the legislative practice in the management of rural water pollution in the United States, the European Union and other developed countries and Its Enlightenment to our country rural water pollution control, including set up the complete system of laws and regulations, to further improve the rural environmental supervision and management system, environmental protection departments of the division of labor, improve work efficiency and will continue to improve public participation in the system. Through the comparison and analysis, it is pointed out that the successful experience of developed countries has reference value to the rural water pollution prevention and control law system.Finally, this part puts forward the suggestions to improve the legislation system of rural water pollution control, including two aspects of the transformation of the guiding ideology of legislation and the perfection of the legal system. And in view of the problems found in the second part proposed our country rural water pollution prevention and control law system, one by one summed up suggestions: one is to gradually establish and improve the rural water environment supervision and management authorities and gradually strengthen the county and below county grass-roots water environment management of institution building, to maximize the play the responsibilities of the various functional departments, the functional departments can clear division of labor and cooperation. Two is proposed to control the rural areas from the source of non-point source pollution. Three, it is pointed out that the public participation system in our country should be enriched from two aspects of improving the public awareness of environmental protection and improving the system of environmental information disclosure, which can effectively make up the deficiency of the system.Four is to encourage the use of environmental protection policies and resources.
