Addressing climate change by controlling carbon emissions has become an important issue in countries around the world.With the global focus on climate change issues,carbon sinking has become a growing concern.Limiting carbon sources in human societies and increasing carbon sinks in nature are two basic pathways for controlling carbon dioxide emissions.At present,the carbon emission source control technology and system have been relatively mature,and the increase of carbon sink sources has only gradually emerged in recent years,but it is of great significance.The carbon sink policy is a set of policies related to achieving carbon sink functions.By analyzing the carbon sink policy,it helps us to grasp whether the guidance of the carbon sink policy is reasonable,whether the policy process is reasonable and efficient,and whether the policy objectives are effectively achieved.In the field of policy research,policy text analysis is an important branching method that has emerged in recent years.Through the text analysis of the carbon sink policy,we can help us to grasp the composition and cooperation of the main body of the carbon sink policy,the policy theme and the policy strength of the field,and the use of policy tools.At present,there are relatively few studies on the text analysis of carbon sink policy in China,and there are few studies based on the national carbon sink policy.Based on this,this paper takes the text of carbon credit policy promulgated and implemented in China from 2005 to 2018 as the research object.According to William N.Dunn’s policy analysis structure model and Peter Hall policy paradigm theory,reference social network analysis method theory and content analysis Method theory,policy tool theory,etc.,construct a three-dimensional policy text analysis paradigm framework for China’s carbon sink policy issue main body,policy theme,policy tools,and use social network analysis method,co-word analysis method to analyze China’s carbon sink policy.First,use the Peking University magic database to search and collect carbon sink policy documents,and filter according to the three principles of authority,relevance and openness,and finally obtain the effective carbon sink policy text.Secondly,according to the distribution characteristics of China’s carbon sink policy,China’s carbon sink policy is divided into three development stages: 2005-2008,2009-2013,2014-2018.Separate issue of the main body of China’s carbon sink policy and joint issue of the main body The stage is statistically analyzed,and the social network analysis method is used to study its network structure and central evolution.Thirdly,the co-word analysis method is used to construct the high-frequency word co-word matrix and correlation matrix of the carbon sink policy text.After dimension reduction processing and factor analysis,the policy categories are classified and analyzed according to the carbon sink policy theme.Finally,we select the two dimensions of policy tools and policy regulations to conduct a single dimension quantification and two-dimensional quantifier analysis of China’s carbon sink policy texts.The conclusions are as follows: First,China’s carbon sequestration policy is still dominated by separate entities,supplemented by joint main body publications,and the breadth and depth of cooperation among various policy entities needs to be further strengthened.Second,China’s carbon sink policy is jointly issued between the main bodies.The cooperation density is gradually increasing.The main body of the staged joint publication presents the characteristics of change from “the cooperation center department highlights the cooperation field concentration” to “the cooperation department diversification and cooperation breadth dispersion”.Third,China’s carbon sink policy can be divided into three.The main theme and 8 fields,the three major themes are carbon sink basic capacity building,forestry carbon sink construction and management,and carbon sink capacity improvement.The eight areas are carbon sink monitoring system construction,carbon sink trading mechanism construction,and forestry carbon sink.Construction,forest resource management,carbon sink pilot demonstration,carbon sink project construction,ecosystem carbon sink,energy structure optimization;fourth,China’s carbon sink policy tools,the largest number of environmental tools,supply tools second,demand-based tools least.The policy operation has the characteristics of “re-regulation and light market”,and the internal structure of policy instruments also has a situation of uneven matching and large quantity gap.Based on the conclusions of the comprehensive study,the following suggestions are given: First,establish a long-term cooperation and communication mechanism for the main departments of the policy.At present,the development of China’s carbon sink business is gradually maturing.In the future,forestry carbon sinks will drive the comprehensive development of grassland carbon sinks,marine carbon sinks and wetland carbon sinks.This is a challenge and opportunity for China’s carbon sink policy..In response to the changes of the times,we should establish a long-term mechanism for the cooperation of the main departments of China’s carbon sink policy in order to improve the breadth and depth of cooperation on carbon sink policy cooperation,strengthen the horizontal coordination of policy instruments,and promote the overall development of China’s carbon sink policy.It is essential.Second,strengthen the overall policy construction in the subject area of carbon sinks.China’s carbon sequestration policy is mainly based on forestry carbon sink construction.Areas such as wetland carbon sinks,fishery carbon sinks,and grassland carbon sinks are still in the exploratory stage,and their policy research is either lacking in timeliness and coherence in quantity,or in nature.There is a lack of coordination and systemicity.The development of the future carbon sink business will cause profound changes both at home and abroad.If you follow the footsteps of carbon sink research in other countries blindly,you may lose your original opportunities.The development of carbon sinks in various fields is not based on the characteristics of carbon sinks.It is necessary to open up new research in the field of carbon sinks as early as possible in order to be at the forefront of the international community and to take the initiative and the right to speak.Third,improve the marketization of policy tools.The characteristics of China’s carbon sink policy tools are reflected in the government’s strong control and small market harmony.In the future,we should strengthen the policy construction of the operation of the carbon sink market,strive to coordinate the relationship between government regulation and market harmony,and create a healthy and sound policy tool operating environment.
