Along with the rapid economic development and population growth,water resources are becoming more and more important for human development,and the demand for water resources is increasing.However,there are many unreasonable ways to exploit and utilize water resources.The problem of water scarcity is occurring in many countries and regions,and water scarcity has thus become a worldwide problem.As a key area of water environment management,wastewater treatment is also receiving more and more attention from all walks of life.However,it is important to consider that wastewater treatment has typical negative externalities.The noise,wastewater,exhaust gas and other pollutants generated by the operation of wastewater treatment plants will not only damage the surrounding living environment,but also affect the physical and mental health of residents.At a time when environmental awareness is increasing,the problem of conflict avoidance around wastewater treatment is becoming increasingly prominent.It not only affects the construction progress of the project,but also affects the social stability of the region.Therefore,in order to alleviate the problems related to regional water resources and maintain the smooth operation of the region’s economy and society,this paper focuses on the issue of NIMBY risk from the study of wastewater treatment projects.The study is centered on the NIMBY risk of wastewater treatment projects.Firstly,the conceptual characteristics of wastewater treatment,the concept of NIMBY risk avoidance,the concept of risk identification and risk assessment are introduced,and the research object and research scope are clarified,and then the necessity of studying wastewater treatment projects is elaborated.After that,the indicators are initially identified and screened using the literature research method in combination with the relevant literature and the characteristics of wastewater treatment projects,and then the second round of screening is conducted through the questionnaire survey method and the correlation analysis method.The evaluation index system of NIMBY risk of wastewater treatment projects is established in five aspects in total: economic,social,environmental,information,and decision making.Secondly,the risk evaluation indexes are assigned with a combination of the subjective assignment method of decision-making laboratory analysis(DEMATEL)and the improved entropy value method to make the weights of the indexes more reasonable.The risk level is evaluated by using the improved material element method,and then the evaluation model of the NIMBY risk of wastewater treatment project is constructed.The feasibility analysis and scientific validation of the constructed evaluation model of NIMBY risk are carried out with Shanghai Bailonggang wastewater treatment project as the research object,and the results show that NIMBY risk of the project is level II,which is low and consistent with the actual situation,and the comprehensive service capacity,communication efficiency,soundness of public participation mechanism and expert decision-making mechanism of the project need to be improved.The model was then subjected to sensitivity analysis to verify its stability.It was calculated that the compensation mechanism,land resource planning and the soundness of the expert decision-making mechanism are the sensitive influencing factors of the project’s NIMBY risk and should receive extra attention.Finally,through the perspective of stakeholder and synergy theories,more targeted countermeasures are proposed for different NIMBY risks from the interests of the government,enterprises and the public,respectively.The purpose of this paper is to identify the NIMBY risk of wastewater treatment projects and also to evaluate the project risk,so as to construct a model for evaluating the NIMBY risk of wastewater treatment projects.In order to provide ideas for the risk identification of wastewater treatment projects,reduce the NIMBY risk of wastewater treatment projects,prepare for the comprehensive assessment of the NIMBY risk of projects,and promote the sustainable development of wastewater treatment projects.
