With the acceleration of China's development,the PPP model can effectively relieve the pressure of infrastructure construction and improve the quality of public services.However,in the process of PPP project operation,the reasonable response to risks is the focus that restricts the construction and operation efficiency of PPP project.How to evaluate the importance of risks and how to adopt corresponding risk response measures according to the difference in risk importance is the focus of current research.Sewage treatment is an important environmental protection measure to improve the utilization efficiency of water resources.Network integration of sewage treatment project construction mode and related issues of the development cycle,increase the complexity of risk in the whole life cycle of project and risk,the correlation between the kind of PPP project risk allocation for sewage treatment can further improve the efficiency of the overall project operation,to guarantee the smooth development of wastewater treatment project the PPP mode.Firstly,this paper uses literature analysis method and expert investigation method to identify the risk factors that may appear in the whole life cycle of PPP project of sewage treatment.By using the analytic hierarchy process,the whole life cycle risk of PPP project is divided into three levels: target level,criterion level and indicator level,forming the risk list of PPP project.Secondly,combining subjective weight and objective weight,the risk weight analysis matrix of sewage treatment PPP project is established.The subjective risk weight of each risk factor is calculated by expert investigation and AHP.The entropy weight method is used to determine the objective weight proportion of each risk factor in each level and determine the objective risk factor weight.The risk factors of PPP are ranked by grey absolute correlation degree,and the weight analysis system of risk factors of PPP projects of sewage treatment is established.Finally,taking the first phase project of St high-grade hardware Industrial Park sewage treatment plant as an example,combined with the relevant documents of the PPP project feasibility study report and other preparatory work,the risk factor identificationprocess and response plan are compared.The risk weight system is consistent with the actual project risk identification basis,and the risk weight obtained by the risk factor weight analysis system can better meet the project reality According to the weight of each risk factor,the risk response plan is proposed.
