Benefit Evaluation Of Ecological Migration Policy In G County Of Gansu Province From The Perspective Of High-quality Development

Ecological migration is an effective and sustainable development measure that organically combines poverty alleviation,economic development and ecological protection,and transfers the population from ecologically fragile areas or key ecological functional areas to other places,so as to achieve coordinated development of economy,population,society,resources and environment.In this context,G County,Gansu Province,has fully implemented the strategic plan of the CPC Central Committee to "remove people from easy places and get rid of poverty".Since 2012,it has planned to carry out the ecological migration project and completed it in 2019.It has solved the six major problems of "road travel,medical treatment,schooling,drinking water,employment and income" of the people in Qilian Mountain area in the south of G County.It opens up a new path to achieve poverty alleviation and prosperity of the poor people in the high and deep mountains and win-win ecological protection in Qilian Mountains.In this paper,the ecological migration project of G County is taken as the research object,and field investigation is carried out in the immigrant community,mainly through questionnaires and interviews,so as to comprehensively understand the implementation of the local ecological migration policy.This paper evaluates and analyzes the "economic benefits,political benefits,cultural benefits,social benefits and ecological benefits" generated by the implementation of ecological immigration policy from the micro level.In this paper,based on the "five-in-one" overall layout,according to the actual situation of ecological migration in G County and the availability of index data,the ecological migration policy implementation benefit evaluation index system was constructed,and the corresponding questionnaire was compiled.Then,the index weight is determined by using the analytic hierarchy process(AHP)and the combination of expert rating and immigrant rating,relying on MATLAB software.Secondly,the implementation of ecological immigration policy in G County is introduced.Then,investigation and research(questionnaire survey and interview)were carried out in the front line of immigrant communities.The comprehensive benefits of policy implementation and sub-benefits of each evaluation dimension were calculated by combining qualitative description and quantitative measurement closely with the survey data,and the policy benefits were evaluated and analyzed from five aspects,namely,economic benefits,political benefits,cultural benefits,social benefits and ecological benefits.Through the research,it is found that the comprehensive benefits of the implementation of ecological immigration policy in G County are very obvious,and its economic,political,cultural,social and ecological benefits have been greatly improved,especially the three major social,ecological and political benefits are relatively significant.Finally,from the perspective of high-quality development,based on the current development of immigrant communities,combined with the effective connection between the consolidation of poverty alleviation achievements and rural revitalization,comprehensively promote the rural revitalization strategy,and closely adhere to the five key factors of rural revitalization: "industry,talent,culture,ecology and organization",this paper puts forward suggestions on optimizing and improving the development policy of ecological immigrant communities in G County.It is expected to be helpful to the high quality development of ecological migrant communities in the future.
