Research On The Network Governance Of Rural Ecological Environment In L County,henan Province

The 20 th National Congress of the Communist Party of China stressed the need to accelerate the construction of a beautiful China,and put forward new requirements for economic and social development methods,environmental pollution prevention and control,and ecosystem protection.At present,the situation of rural production and living environment and living environment is still grim,and there are still many difficulties in the process of rural ecological environment governance.Based on this theory,the author selects L County as a research case based on the theory of network governance,hoping to provide reference and enlightenment for the theory and practice of rural ecological environment governance in China through the research on the realization of rural ecological environment network governance in L County.Following the problem-oriented research idea,this paper first elaborates the background and significance of rural ecological environment governance,analyzes and summarizes the research status of rural ecological environment governance and network governance at home and abroad by using the literature research method,takes the practice of rural ecological environment governance in L County as the research object,and determines the research content and methods of this paper.Secondly,the relevant concepts of ecological environment,rural ecological environment and rural ecological environment governance are defined,and the theory of network governance and the feasibility of network governance of rural ecological environment are elaborated in detail,so as to lay the theoretical foundation of this paper.Thirdly,according to the four dimensions of governance concept,subject,technology and effect,the questionnaire was designed according to the questionnaire survey and the relevant data and information collected in combination with interview data,and the problems and causes of rural ecological environment governance in L County were sorted out,and it was found that the problems of lack of ecological environment governance concept,single subject,weak technology and insignificant effect in L County were found to be due to the negative concept of governance subject,the difficulty of coordination between multiple subjects in the governance network,the imperfect governance tools and the imperfect operation mechanism.Finally,based on the governance of rural ecological environment in L County and combined with the actual situation,this paper proposes to strengthen the concept of network governance of ecological environment,build a multi-subject network governance platform,improve the normalized network operation mechanism,and comprehensively use information network governance tools to realize the network governance of rural ecological environment in L County.
