| With the gradual acceleration of urbanization in China,the problem of urban household waste treatment has become increasingly severe,and waste incineration power generation,as a harmless waste treatment method,can efficiently solve the current problem of urban household waste.In recent years,although there has been some development in garbage incineration power generation,its promotion process has faced many challenges such as conflicts of interest and funding shortages.How to solve various conflicts of interest,resolve conflicts,and mobilize the enthusiasm of various stakeholders to promote the rapid development of waste incineration power generation has become an urgent problem to be solved.This study first explores the current promotion difficulties and causes of waste incineration power generation through literature analysis combined with the current development status.The core stakeholders and key incentive factors are determined through a combination of survey questionnaires,literature analysis,and theoretical analysis;Then,construct an evolutionary game model with key incentive factors as parameters and analyze the system’s evolutionary stability strategy;At the same time,MATLAB software is used to simulate the system under different initial strategy combinations and key parameter changes;Finally,based on the above research results,implementation strategies for incentive strategies are proposed from the perspectives of local governments,enterprises,and residents.The research results indicate that:(1)local governments,enterprises,and residents are the core stakeholders in the promotion process of waste incineration power generation.The high level of support from local governments,active willingness of residents to cooperate,strong technological strength of enterprises,and controllable incremental costs of enterprises are the key incentive factors;(2)The equilibrium strategy(incentive,investment,cooperation)is the optimal stable strategy that is most in line with the current development status of waste incineration power generation in China;(3)The simulation results indicate that reducing the incremental costs of enterprises through policy or technological means can enhance their investment enthusiasm;The government’s compensation for residents focuses on fairness and reasonableness;The government should control the critical value of incremental benefits well.If the incremental benefits are too low,it will reduce the government’s credibility and thus the enthusiasm of residents to cooperate;Increasing government subsidies for enterprises investing in waste incineration power generation can enhance their enthusiasm for investment;The government should control the payment of policy related costs above the critical value of their significant impact in order to better leverage the government’s incentive role;The cooperation between the government and enterprises to reduce the risk cost of enterprise production and construction can significantly enhance the investment enthusiasm of enterprises. |
