In recent years,with the continuous economic development and the accelerating urbanization process,China is facing the dilemma of "garbage siege",and garbage incineration treatment has gradually become the main harmless disposal method of garbage in China due to its advantages of "less land area,reduction and resource utilization".However,construction and operation of waste incineration power generation projects are usually characterized by high input cost,long recovery cycle and high technical requirements.Therefore,the state encourages and supports local governments to implement such projects under the public-private partnership(PPP)model.As a new investment and financing method,PPP mode can not only reduce the financial burden and risks of local governments,but also promote the implementation of projects with higher efficiency and higher quality by introducing advanced technologies and operation methods of social capital.However,not all garbage incineration power generation projects are suitable for PPP mode.Therefore,in the context of the rapid development of garbage incineration power generation PPP projects,it is necessary to strictly carry out VFM evaluation of such projects to standardize the orderly development of such projects.At present,the research on VFM evaluation of PPP projects in China is still mainly focused on qualitative evaluation,while the research on quantitative evaluation is relatively few and it is not targeted at waste incineration power generation projects.Therefore,this study aims to build a set of quantitative evaluation model of VFM in PPP projects of waste incineration power generation,so as to help the government more reasonably judge whether the project is suitable for PPP mode,and further supplement the theoretical system of quantitative evaluation of VFM in PPP projects in China.Based on the above,this article will through the following research ideas and methods to analyze and build the quantitative evaluation model of waste incineration power generation PPP project VFM:(1)read and study the PPP mode,the waste incineration power generation projects,and quantitative evaluation of VFM related theory,for the waste incineration power generation the PPP project VFM theoretical basis for the quantitative evaluation model to build;(2)analyze and construct the VFM quantitative evaluation system for the whole life cycle of the project in combination with the document "PPP value-formoney evaluation guidelines(trial)" and the characteristics of the garbage incineration power generation PPP project,and discuss in detail the specific composition and calculation method of the PPP value and PSC value involved therein;(3)for the quantification of risk cost,the key point of VFM quantitative evaluation of garbage incineration power generation PPP project,the case analysis method,improved grey relational degree method,set value statistical method and expert scoring method were used to analyze the identification,quantification and sharing of risk factors in the whole life cycle of the project.(4)finally,the applicability and effectiveness of the VFM quantitative evaluation model of garbage incineration power generation PPP project constructed above were applied and verified by introducing a practical case--yancheng municipal solid waste incineration power generation PPP project.
