An Evolutionary Game Study Of Stakeholders In The Operation Stage Of Urban Water Environment Governance PPP Project

The report of the 20 th National Congress pointed out that fighting the battle against pollution is a major matter related to the vital interests of more than 1.4 billion Chinese people,and it is also an inevitable choice to build a beautiful China.Urban water environment governance projects are closely related to the production and life of urban residents,and have important value for protecting the ecological environment and improving the living environment.The combination of water environment governance projects and PPP models can alleviate the financial pressure of the government to a certain extent,improve the efficiency of fund use,and broaden the channels for multi-party participation.With the rapid development of urban water environment governance PPP projects,projects in the operation stage will face many problems,such as different demands between the government,private capital and urban residents,resulting in conflicts of interest,which will lead to low operational efficiency,increased operating costs,and damage to public interests.Therefore,promoting the coordination of stakeholders in the operation stage of urban water environment governance PPP projects is conducive to improving cooperative relations,optimizing operational effects,and achieving win-win and sustainable development for all parties.Firstly,based on literature research and expert interviews,through the identification and analysis of stakeholders,this paper finally determines that the main stakeholders in the operation stage of the urban water environment governance PPP project are the government,private capital and urban residents,and discusses the different interests and conflicts of the three.Secondly,using the evolutionary game theory,a three-way evolutionary game model of government,social capital and urban residents is established,the influencing factors of the strategic choice of all parties are analyzed,and then MATLAB is used to simulate the possible stable state under different situations,and the initial ideal stability strategy is derived as government supervision,social capital technology upgrading,and urban residents’ active participation,and the final ideal stability strategy is government unsupervision,social capital technology upgrading,and urban residents’ active participation.Numerical simulation was used to simulate the evolution process of the behavior strategy and influencing factors of the three-party subject under ideal conditions.It is found that:(1)The steady state in the game model is not only affected by its own initial strategy,but also by the initial behavior strategy of the other two parties.(2)The probability of government supervision is related to the cost and benefit of government supervision,in which the probability of government supervision is inversely proportional to the cost of government supervision and proportional to the government income.(3)The probability of technological upgrading by social capital is related to the cost of technological upgrading,compensation to urban residents,and fines for social capital,among which the probability of technological upgrading by social capital is inversely proportional to the cost of technological upgrading,and is directly proportional to the compensation for urban residents and the government’s fines for social capital.(4)The probability of urban residents’ active participation is related to the cost of participation,the compensation of urban residents by social capital,and the additional incentives of the government to urban residents,among which the probability of participation of urban residents is inversely proportional to the cost of participation,and is directly proportional to the compensation of social capital to urban residents and the additional rewards of government to urban residents.Finally,with the government as the main body,the stakeholder coordination mechanism of urban water environment governance PPP project was constructed from four aspects: policy,market,technology and talent.Therefore,this paper is helpful to enhance the enthusiasm of all parties participating in the operation stage of urban water environment governance PPP projects,and broaden the application of incentive and coordination mechanism in the field of water environment governance,which has certain guiding significance.
