Study On The Countermeasures Of Promoting Rural "Toilet Revolution" In Mengshan County

The rural "toilet revolution" is an important task of rural revitalization strategy and rural construction action,and an important measure to fill the shortcomings of rural residents’ quality of life.Through the three-year action of rural human settlements improvement,Mengshan county,Wuzhou City promoted the rural "toilet revolution" with high quality,and achieved good results.The popularization rate of sanitary toilets was higher than the average level in Guangxi.Mengshan county has completed the target penetration rate ahead of schedule in 2020.In 2020,Mengshan county will have 56,324 latrines,and there will be 51,342 sanitary latrines by the end of the year,with a sanitary latrine penetration rate of 91.15%,which exceeds the penetration rate requirement by 6.15 percentage points.In 2022,the penetration rate of sanitary toilets for farmers in the county exceeded 95.77%.This paper first understands the related concepts and research basis of rural "toilet revolution",then analyzes the current situation of promoting rural "toilet revolution" in Mengshan county,and collects basic data by consulting literature,field interviews,questionnaires and other ways,and finds that there are the following problems in rural "toilet revolution" in Mengshan county,Wuzhou City: First,the shortcomings of sewage treatment are prominent;Second,it is difficult to coordinate the work of departments;Third,it is difficult to support infrastructure;Fourth,there are different standards and lack of unified guidance;Fifth,it is difficult for farmers to actively participate;Sixth,it is difficult to implement the responsibility of public toilets management and protection.Through analysis and research,we know that the main reasons for the above problems are: first,the cost of sewage treatment is high;Second,the lack of integration of departmental resources;Third,the lack of unified planning;Fourth,the guarantee of technical talents is insufficient;Fifth,the lack of specialized publicity;Sixth,the marketization of public toilets operation and maintenance is slow.Drawing lessons from relevant experience,this paper puts forward the following pertinent suggestions: first,scientifically choose rural sewage treatment mode;The second is to strengthen organizational leadership and integrate departmental resources to promote the toilet revolution;The third is to make overall plans and build infrastructure according to local conditions;Fourth,strengthen the allocation of technical force and improve the construction of standard system;Fifth,strengthen demonstration and guidance to improve farmers’ participation initiative;Sixth,raise funds through multiple channels and improve the long-term management and protection mechanism.These suggestions solve the difficulties and problems encountered in the rural "toilet revolution" one by one,focusing on providing solutions to the most difficult problem-sewage treatment problem,which can provide ideas for the rural "toilet revolution" in other parts of China,fully respect the farmers’ willingness to change toilets,conform to the trend of the rural "toilet revolution",have strong practical feasibility,and can also provide reference for similar problems encountered in the toilet revolution in Guangxi,thus helping the rural areas in Guangxi and even the whole country.
