| With the development of rural economic level,the pollution problem of rural living environment has become increasingly serious.Since the 19 th CPC National Congress,the improvement of rural environment and the construction of livable and beautiful countryside have been the focus of the work.As an important part of the governance of rural living environment,the treatment of rural domestic sewage has been concerned.Since 2007,Shanghai has carried out pilot projects for the treatment of rural domestic sewage in some suburbs.At present,87 percent of the city’s rural households have completed the renovation of rural domestic sewage,ranking among the highest in China.Jinshan District,located in the outer suburbs of Shanghai,has completed the upgrading of sewage facilities for more than 70,000 rural households,with a coverage rate of 91 percent.Although Jinshan District has achieved 90% of the target of Shanghai in terms of coverage rate,the comprehensive assessment of rural domestic sewage treatment in recent years has been lower than the average level of Shanghai.In the central environmental supervision and multiple inspections of Shanghai,problems such as unstable water quality of sewage treatment stations,aging facilities of sewage treatment stations,and some facilities built but not used have been exposed.The treatment of rural domestic sewage is a huge and complex treatment process,which involves:(1)horizontally,the coordination and cooperation between water conservancy departments,environmental protection departments,financial departments,soil planning departments and transportation departments(2)vertically,the communication and cooperation between public institutions and enterprises,grass-roots villagers’ organizations and villagers.The existing literature studies mainly focus on the policy implementation and technical design of rural domestic sewage treatment,and the research from the perspective of collaborative treatment is still in its infancy.Therefore,on the basis of literature review,based on the theory of collaborative governance and stakeholder theory,through the field investigation of rural domestic sewage treatment in Jinshan District of Shanghai,this paper found that there are problems in the current collaborative treatment of rural domestic sewage in Jinshan District.This paper made a combination with the SFIC model,analyzed the reasons behind the problems,and put forward suggestions for optimization.This study found that there is a certain collaborative basis and successful cases for collaborative treatment of rural domestic sewage in Jinshan District,but the lack of effective information exchange platform between governments leads to frequent communication barriers and contradictions.Due to the imperfect coordination system,the efficiency of inter-departmental coordination is low,and the enthusiasm of villagers to participate in coordination is discouraged.The focus of assessment deviates from the goal of coordination,leading to differences in the interest demands of various subjects,and the resultant force cannot be formed in the coordination.Due to inadequate publicity,villagers have a low perception of the necessity and policy of rural domestic sewage treatment and fail to form a collaborative consensus.Based on the above problems and reasons,this paper combined with the SFIC model,from the three dimensions of collaborative foundation level,collaborative system level and collaborative process level,put forward the optimization suggestions of rural domestic sewage collaborative treatment in Jinshan District.First,information sharing should be enhanced to provide a platform for communication among public departments,between public departments and enterprises,and between enterprises and villagers.Second,improve the design of collaborative system to ensure the enthusiasm of village committees and villagers to participate in collaborative;Third,strengthen internal supervision and assessment in the collaborative process,guide all subjects to integrate interest preferences,form collaborative consensus,and make joint efforts
