| In recent years,China’s agricultural development has achieved good economic benefits,but various agricultural production activities have also caused a large amount of greenhouse gas emissions.Nowadays,the Chinese government attaches great importance to carbon sequestration and emission reduction in the agricultural field,actively promoting low-carbon agricultural production methods.Against this realistic background,it has become an important research topic to evaluate China’s agricultural carbon emission efficiency,know well the overall development level of lowcarbon agriculture in various provinces,and further study the distribution of carbon emission reduction goals among different regions.In view of this,this article firstly uses the super efficiency SBM model considering technological heterogeneity to evaluate the agricultural carbon emission efficiency of provinces in China,respectively,measuring the efficiency scores of each province from the perspective of meta frontier and group frontier,and analyzing the technological gap between groups.Then,based on indicators such as per capita agricultural carbon emissions,marginal emission reduction costs,and ecological carrying capacity,an agricultural carbon emission reduction potential index was designed to measure the agricultural carbon emission reduction potential of each province.Finally,based on the constraints of efficiency optimization goals and emission reduction potential,the allocation of overall agricultural carbon emission reduction goals among provinces is studied.The research results show that:(1)From 2016 to 2020,China’s overall agricultural carbon emission efficiency has not improved significantly,and there is still a large space for optimizing the resource allocation of agricultural production factors.There are significant differences in agricultural carbon emission efficiency and the sources of inefficiency among provinces in various regions,and the gap between the agricultural production technology level of inefficient provinces and other provinces is narrowing year by year.(2)Affected by multiple factors such as per capita agricultural carbon emissions,emission reduction costs,and carbon sequestration capacity,there are significant differences in agricultural carbon emission reduction potential among provinces in China,and decision-makers’ preferences for different principles will affect the measurement of agricultural carbon emission reduction potential index.(3)The proposed allocation scheme for agricultural carbon emissions reductions can effectively improve the efficiency of agricultural carbon emissions in most provinces,and the allocation scheme conforms to the actual situation of local emission reduction potential.The allocation scheme under the group frontier is more gradual and gentle than the allocation scheme under the common frontier. |
