| With the development of the port shipping industry,the types of dangerous goods stored in various chemical terminals are increasing,and the physical and chemical characteristics are becoming more complex.Once there are phenomena such as inadequate supervision by management personnel or operational errors by operators,serious accidents may occur at the port.The 2015 Tianjin Port "8.12" hazardous material explosion accident not only caused a high economic loss of 6.8 billion yuan,but also seriously endangered the safety of people’s lives.Due to the serious consequences of accidents at chemical terminals,it is necessary to conduct risk assessment research on hazardous cargo concentration areas in ports,and propose reasonable safety management strategies and suggestions to prevent the occurrence of safety accidents.This article takes Fengjiawan Chemical Terminal,the first professional chemical terminal in western China,as the research object to conduct risk assessment research.The risk assessment analysis of this terminal can provide reference for the management of dangerous goods concentration areas in Chongqing ports,and has important guiding significance.This article summarizes and organizes the actual situation of the terminal through on-site research and reference to historical data,identifies the main risk factors that exist in the operation process of the terminal,evaluates its risk level,and proposes corresponding measures to reduce or eliminate the risk and improve the safety level of the terminal,providing a basis for relevant regulatory authorities to implement safety supervision.First of all,by investigating the current situation of Fengjiawan Chemical Terminal,a detailed analysis was made from the aspects of natural environment factors,facilities and equipment factors,cargo factors,management factors and personnel factors,and various risk source were identified.The risk index system of Fengjiawan Chemical Terminal was established.On the basis of reviewing a large number of domestic and foreign research results,in accordance with relevant specifications,we have developed risk level evaluation standards for each indicator,and combined them with survey questionnaires distributed to experts from the Port and Waterway Administration,Maritime Safety Administration,terminal companies,and major universities.We used Analytic Hierarchy Process to obtain the weights of each indicator,thus constructing a complete risk evaluation model for Fengjiawan Chemical Terminal.We used fuzzy comprehensive evaluation method to evaluate the risk level of Fengjiawan Chemical Terminal,and made a scientific,reasonable,and practical quantitative evaluation.Secondly,by programming to build a front-end and back-end structure,the risk indicator values are entered into the database and displayed in a macro,meso,and micro manner at the front-end.At the macro level,the risk assessment results of Fengjiawan Chemical Terminal can be directly calculated to evaluate the current risk level of the terminal.At the meso level,the risk levels of all indicators are fuzzy mathematically sorted,and at the micro level,different colors are defined to correspond to the corresponding risk levels,The pie chart and radar chart are used to display the risk level of each indicator,so as to achieve the purpose of risk visualization,facilitate the terminal management personnel to intuitively find indicators with high risk level,reasonably allocate resources,and strengthen safety supervision and management against risk source.Finally,according to the safety status of Fengjiawan Chemical Terminal,combined with the relevant problems found in the research and the calculated risk assessment results,targeted control countermeasures and safety management suggestions are proposed for the risk source with high risk. |
