| The main methods of biodiversity conservation are in situ conservation and relocation conservation,and the main bodies of responsibility are governments at all levels.This paper selects in situ conservation as the research object,analyzes ecological monitoring,key core measures for the protection of aquatic species and their habitats,systematically studies the legal system of Yangtze River aquatic biodiversity conservation from the perspective of ecological integrity,analyzes the Yangtze River Protection Law and other relevant legal norms on the basis of understanding the current situation and problems of Yangtze River aquatic biodiversity,and then puts forward relevant opinions and suggestions.Firstly,the connotation and specificity of Yangtze River aquatic biodiversity are analyzed at three levels: genetic,species,and ecosystem levels,and the general theory of Yangtze River aquatic biodiversity conservation is introduced on the basis of understanding the value and conservation status of Yangtze River aquatic biodiversity.Secondly,the problems in monitoring and early warning system,survey and assessment system,in situ conservation system and implementation of main responsibilities are analyzed in depth from the aspects of international law and domestic law system of Yangtze River aquatic biodiversity conservation,focusing on the problems of non-uniform monitoring and early warning system,unclear legal effect of survey and assessment system,unscientific species conservation system,imperfect habitat protection system and inadequate assessment and supervision mechanism..Finally,this paper discusses the establishment of a holistic system for aquatic biodiversity conservation in the Yangtze River under the framework of ecological holistic theory and sustainable development theory.The system of monitoring and early warning of the Yangtze River aquatic ecology is improved by unifying the monitoring network,clarifying the main bodies of monitoring and assessment,and constructing a scientific monitoring and assessment system;the system of assessing the aquatic biodiversity integrity index of the Yangtze River is constructed by linking with water environment quality standards,environmental impact assessment,and ecological restoration;corresponding countermeasures are proposed in terms of constructing a scientific system of species conservation and in situ protection,and a strict administrative assessment system,with a view to promoting the Yangtze River Aquatic biodiversity conservation. |
