Based on the literature data, the aquatic biodiversity status of Tieling section of Liaohe river basin was evaluated from three aspects:aquatic habitat, aquatic organisms and aquatic biodiversity conservation. The evaluation result was moderate.By combining literature review with expert consultation, an evaluation index system for aquatic biodiversity sustainability was built employing pressure-state-response model and resources-environment-social-economic model. Based on historical data from 2006 to 2013, each evaluation indicator from 2014 to 2020 was forecasted by artificial neural network time series prediction method. According to history data and expert scoring, aquatic biodiversity sustainable situation from 2006 to 2013 was scored. The samples were trained and tested, upon which a BP neural network early warning model was established and used for early warning of aquatic biodiversity sustainability in Tieling section. Early warning result showed that aquatic biodiversity sustainable situation was on the decline because the aquatic biodiversity itself was vulnerable, aquatic biodiversity impact factor was complex and aquatic biodiversity conservation was underemphasized. In order to guarantee sustainable development of aquatic biodiversity in Tieling section in the future, protection plan is needed. Based on water ecological function zoning in Liaohe river basin, function zone was regarded as evaluation unit. Hierarchical clustering method was used for protection zoning from the aspects of the present situation of aquatic biodiversity, aquatic biodiversity economic value, pressure and response on aquatic biodiversity, and ecosystem importance. The zoning result was intuitively presented by GIS technology and protection plan was put forward to ensure the sustainable development of aquatic biodiversity in Tieling section.
