| In recent years,with the rapid development of Chinese rail transit industry,the study of emergency management of rail transit has made great progress.The emergency management supervision system of rail transit is also gradually improving.However,when facing the brand new challenges of rail transit network operation,there are still many deficiencies in the existing emergency management system and evaluation means.Therefore,it is of great practical significance to construct a systematic,complete,scientific and efficient evaluation system of rail transit emergency management ability for the long-term development of rail transit industry emergency management.Firstly,this thesis reviews the development status and research results of rail transit emergency management at home and abroad,defines the concepts of rail transit,rail transit emergency management and rail transit COCC network operation mode,and analyzes its uniqueness.Secondly,based on the theoretical basis of "4R" crisis management and the network operation practice of rail transit COCC,this thesis designed the evaluation index system framework of rail transit emergency management ability.Then,combined with relevant laws and regulations and existing research results,the evaluation index of this thesis was selected from four aspects of reducing force,reserve force,reaction force and resilience.The evaluation index system of emergency management ability of rail transit system is successfully constructed.Thirdly,this thesis explores the feasibility of applying entropy-Topsis model in the field of rail transit emergency management ability evaluation,and preliminarily divides the evaluation levels suitable for rail transit emergency management ability.By referring to the core idea and algorithm of entropy-Topsis model as the comprehensive evaluation method of this thesis,A complete and reliable entropy-Topsis model evaluation system of rail transit emergency management capability is constructed.Finally,in order to verify the feasibility and practicability of the rail transit emergency management capability evaluation system designed in this thesis,based on the above work,this thesis takes the emergency management of Chongqing rail transit as the application object of the evaluation system,and extensively collects relevant basic data.The entropy-Topsis model evaluation system designed in this thesis is used to make a comprehensive evaluation of the emergency management ability of Chongqing rail transit.Finally,according to the comprehensive evaluation results and combined with the "4R" crisis management theory,the improvement countermeasures and development suggestions are put forward for the emergency management capacity building of Chongqing rail transit.The entropy-Topsis evaluation model designed in this thesis is used to evaluate the emergency management ability of Chongqing rail transit.The comprehensive evaluation score is 0.762,indicating that the emergency management of Chongqing rail transit is in the optimization stage,and this evaluation result is basically consistent with the current situation of emergency management of Chongqing rail transit.This study finds that entropy-Topsis evaluation model can reflect the overall level of rail transit emergency management and the pros and cons of each subsystem,provide effective decision support for decision-makers of operating units,and help managers at all levels to propose and implement accurate management objectives and plans,making a great contribution to improving the ability of rail transit emergency management. |
