| In order to adapt to the general trend of information development in the new era order to adapt to the new era,and promoting the modernization of emergency management with informatization has become a basic,strategic and overall task related to the long-term development of emergency management.Urban emergency management is a complex and severe problem,and there are many factors affecting its ability level.The key to strengthen and improve the level of urban emergency management capability is to build a scientific evaluation system.Therefore,establishing an evaluation index system of urban emergency management ability from the perspective of informatization is of great practical significance for the construction of urban emergency management in the face of complex and changeable social situation.The main research work of this paper is as follows:(1)Constructed the evaluation index system of urban emergency management ability.Summarized the experience and Enlightenment of emergency management mode at home and abroad,analyzed emergency management theory,relevant national laws,regulations and policy documents.Sorted out a set of evaluation index system of urban emergency management ability,and analyzed the correlation between secondary indexes.(2)Constructed the evaluation index system of urban emergency management ability from the perspective of informatization.Introducted an emergency management information flow model.The dynamic process of information collection,analysis,release and feedback was corresponding to the four stages of emergency management.Through questionnaire survey and factor analysis,the index was screened and optimized,and a more systematic and comprehensive evaluation index system of urban emergency management ability from the perspective of informatization was constructed.With reference to the current emergency management development plan and based on the above index system,a series of quantifiable index descriptions were inversely extracted to be more objectively applied to the actual evaluation.(3)Established a multi-level extension level evaluation model of urban emergency management capability.The expert scoring method and analytic hierarchy process were used to analyze the influence degree of each index and determine the weight of indicators at all levels.Combined with the multi-level extension evaluation method,a multi-level extension hierarchical evaluation model of urban emergency management capability based on the evaluation index system of urban emergency management capability from the perspective of informatization was established.By editing Python’s count.File,the program run efficiently and the calculation results were accurate,which provided calculation tool support for practical application.(4)Taking city A and City B as the evaluation subjects,this paper applied the multi-level extension analytic hierarchy process model to the evaluation of urban emergency management ability to determine its emergency management ability level.The results showed that the level of emergency management ability in city A was good and close to excellent,and the level of emergency management ability in city B was good,but close to average.In view of the weak links of emergency management in different cities,this paper put forward constructive suggestions and measures. |
