In the future,coal will still be the main energy in China for a long time.Although China’s coal mine safety production situation continues to improve,there are still problems such as too many levels of coal mine emergency management organizational structure,repeated setting of the first level evaluation indexes of coal mine emergency management capability evaluation index system,insufficient verification of the rationality of the selection of second level evaluation indexes,and the evaluation results of coal mine emergency management capability are seriously affected by the subjectivity of the evaluator.Seeking solutions to these problems to improve the efficiency of coal mine emergency management,reduce accidents,and reduce casualties and property losses is the urgent need and practical requirements of coal mine emergency management.In view of this,this dissertation studied the organizational structure optimization and capability evaluation of coal mine emergency management.In order to solve the problem of too many levels of coal mine emergency management organizational structure.The efficiency evaluation model of coal mine emergency management organizational structure based on entropy theory was used to calculate the efficiency values of project type,functional type and matrix type of coal mine emergency management organizational structure.Based on the evaluation results,a matrix organization structure of coal mine emergency management was proposed.In order to solve the problem of repeated setting of evaluation indicators in selecting the first level evaluation indexes of coal mine emergency management capability based on the development process of coal mine accidents,based on the accident-causing theory,the first level evaluation indexes of the evaluation index system of coal mine emergency management ability were extracted.In order to solve the problem of insufficient rationality verification of the selection of second level evaluation indexes.The improved PageRank algorithm,literature analysis,interview and questionnaire survey methods were comprehensively used,and the primary selection of second level evaluation indexes of the coal mine emergency management ability evaluation index system was completed through small sample testing and large-scale research.Reliability test,factor analysis,regression analysis and correlation analysis were used to verify the rationality of the selection of second level evaluation indexes.Based on the test results,an evaluation index system of coal mine emergency management capability was established,which included 6 first level evaluation indexes and 29 second level evaluation indexes.In order to solve the problem that the evaluation results of coal mine emergency management ability are seriously affected by the subjectivity of the evaluator.The triangular fuzzy number method was used to calculate the subjective weight of the evaluation indexes,the projection pursuit algorithm based on the improved lightning search algorithm was used to calculate the objective weight of the evaluation indexes,and the enthusiasm aggregation operator was used to calculate the subjective and objective combination weight of the evaluation indexes.Finally,the comprehensive evaluation value of the coal mine emergency management ability was calculated in a linear weighted way,and the evaluation model of the coal mine emergency management capability was established.In order to verify the operability and practicability of the established evaluation model of coal mine emergency management capability,three coal mines of different sizes were selected as research examples.Based on the questionnaire survey results and the CMM standardization level,the emergency management capability of coal mines was graded and the critical value of each grade was determined by using SPSS software and K-clustering method.The evaluation process of coal mine emergency management capability was established based on PDCA cycle theory.The established evaluation model was used to evaluate the emergency management capability of three coal mines,and improvement suggestions were put forward.To sum up,theoretical modeling,analysis and comparison,and empirical research had been carried out on the establishment of organizational structure and capability evaluation of coal mine emergency,which had certain theoretical guidance and practical application value for reducing the accident rate,reducing casualties and property losses,and improving China’s coal mine emergency management capacity.At the same time,it provided theoretical reference for emergency management departments and coal mine safety supervision institutions to improve the quality and efficiency of supervision and inspection work.The dissertation has 41 figures,56 tables,and 185 references. |
