With the sustaining and rapid growth of China’s economy,many negative issues produced by environmental pollution have become increasingly prominent.Faced with the increasingly severe environmental pollution problem,the central government has gradually strengthened environmental performance assessment in the system of official promotion assessment and evaluation,in order to change the development model of prioritizing local economic growth to environmental protection.Numerous studies have shown that there is a close relationship between the transfer of industrial land by local governments and environmental pollution.Based on the above background,this paper starts with the transfer of industrial land to explore the impact of environmental target constraints on the structure of industrial land transfer.This paper first reviews the relevant research literature on environmental target constraints and the structure of industrial land transfer.Based on theories including resource allocation theory and promotion incentives,this paper analyzes the direct and indirect effects of environmental target constraints on the structure of industrial land transfer and proposes the research hypotheses.Then,this paper analyzes the spatiotemporal characteristics of the structure of industrial land transfer by local governments.Then this paper collects the data of 245 prefecture level cities in China from 2011 to 2020,and tests the above theoretical analysis from an empirical perspective by building a panel model and a mediating effect model.Finally,this paper draws research conclusions and proposes policy recommendations.The research results find that:(1)The structure of industrial land transfer in the eastern cities is better than that in the central and western cities.The structure of industrial land transfer has a significant agglomeration effect,and the concentration location is manifested as low value area aggregation;(2)environmental target constraints significantly promote the optimization of the industrial land transfer structure of local governments,and this conclusion remains robust after replacing the dependent variable,replacing the core explanatory variable,controlling for official characteristics,and excluding planned cities;(3)heterogeneity analysis has found that environmental target constraints have a more significant impact on optimizing the structure of industrial land transfer in eastern cities,cities with low economic growth pressure,cities with strong environmental awareness,non-resource-oriented cities,and cities with mayors under 55 years old;(4)the mechanism test finds that the environmental target constraints optimize the industrial land transfer structure by improving the marketization level of land transfer,and there is a full mediating effect in the marketization level of land transfer.Based on the research results and considering the different characteristics of cities,this paper provides some policy recommendations: firstly,the central government should continue to optimize the environmental performance evaluation mechanism for officials;the second is to formulate environmental regulation policies that match the characteristics of regional development according to local conditions;thirdly,local governments should continue to promote market-oriented reform of land transfer and optimize the structure of industrial land transfer.
