With the acceleration of the industrialization process,local governments in China use their mastery of land resources for large-scale investment promotion activities,and the way and use of land transfer has gradually attracted people's attention.The land for the transfer of the agreement is mainly used for the development of high-pollution,high-energy industrial enterprises.The land for auction and auction tends to be commercial and construction land,which will cause large-scale smog pollution in China in recent years.The land use uses are mainly divided into industrial and mining storage land and transportation land,which is also an important factor affecting the production of haze.Based on this environment background,the article puts forward four hypotheses based on the theory of land resource value and the theory of public goods,and uses the complete information dynamic game model to describe the relationship between land transfer behavior and environmental regulation.In the empirical analysis,the article uses the panel data of 258 prefecture-level cities in China from 2004 to 2016,and builds a spatial econometric model to compare and analyze the impact of different transfer behaviors on smog pollution,and conduct research in sub-regions and sub-time periods.The empirical results show that(1)due to the influence of atmospheric circulation,smog pollution has significant spatial spillover effects;under the pressure of economic growth,there are mutual imitation behaviors between different local governments,resulting in spatial spillover of land transfer behavior.(2)In the panel data of 258 prefecture-level cities in China,the degree of smog pollution caused by the agreement transfer method is higher than that of the bidding and auction mode,and the land under the agreement is used for low quality and high pollution.Industry is closely related;(3)The smog pollution generated by industrial and mining storage land is higher than that of transportation,but in western China,due to the limitation of natural topographic conditions,the impact of transportation land on smog pollution is more serious;(4)The state promulgated regulations on land transfer methods,encouraged bidding and auction methods,and restricted the way of transfer of agreements,so that before 2008,the transfer of agreements had a serious impact on smog pollution;after 2008,the impact of bidding and smog on smog pollution was more serious.Based on the results of theoretical analysis and empirical research,the following recommendations are made.Since smog pollution is a regional problem,relevant policy recommendations are formed based on the results of empirical studies in different regions to guide the management of smog pollution from the perspective of land transfer.
