For a long time, the process of land use specialized more in the spatial use and the food production of land, while its other effects, which played essential roles in supporting the natural ecosystem and keeping the artificial ecosystem, were ignored. As a result, the land resource, as forest, wetlands, etc. were occupied and the ecosystem degenerated continuously. On the other hand, since the industrial revolution, the fossil fuels have pushed the history of mankind forward with the negative effects of greenhouse gases (CO2) content rising, global warming, sea level rising, natural disasters occurring frequently, etc., witch was well-known.As far as our country is concerned, the economic benefit was valued while the ecology conservation was ignored in the land use activities. One example was that there was no clear definitions of ecological land in the present land use classification system, but ascribed it into "unused land" and made it easy to be developed. The ignoring of the ecological land type weakened the ecological protection function of land use planning, keeping the construction land increasing and the ecological land decreasing. For this reason, with the third round land use planning, it is of great significance to make ecological land protection policy on the base of setting relevant protection aims.Based on the background above, this paper carried out the following research:(1) Defining the concept and the types of ecological land with the present research results and the need of this paper, which laid the foundation of the ecological land calculating and model building. At the meantime, the ecology-first idea has been introduced into the land use quantitative structure optimization which was based on the ecological land limitation.(2) Carrying out the generalization and summarization in the matter of the principles, the application status quo and the calculating method of the carbon-oxygen balance method. On this basis, this paper analyzed the actuality of supply and demand of the ecological land in the city of Nantong in2007by using the carbon-oxygen balance method, which contributed to the setting of the long-dated ecological land supply aim to the city.(3) make forecasts by different models for the three carbon emission and oxygen consuming activities——fossil energy burning, cement producing and people breathing. Then converted to the ecological land demand of Nantong City in2020, and setting the citywide supply aim of ecological land in2020on the premise of the present and future supply.(4) Improving the traditional land use quantitative structure optimization model with the ecological land classification, the long-dated supply aim and the addition of relevant decision variable and the limitation. And the structure optimization program in the condition of area ecological land demand limitation has been carried out by software operating.
