In recent years,the fog that has swept the cities of the East has become the focus of attention all over the world.This heavy pollution not only disrupts people's daily life order,but also damages the health of people.One of the culprit is the six energy-intensive industries,known for their high energy consumption and high pollution.They have been transferred from developed countries and regions to the eastern coastal areas of China under the call of reform and opening policy,and they have gathered and eventually led to serious environmental pollution problems.Similar heavy pollution problems have also occurred in most of the developed countries such as the United States,Britain and Japan.The smog events of the Nora,the smog events of London,the minamata disease incident of Japan and the smog of the Maas Valley,are caused by the blind development of the energy-intensive industries.These events have directly or indirectly led to the appearance of relevant environmental protection laws,resulting in increased production costs of the energy-intensive industries,it will gradually transfer to backward regions or countries.In our country,the resources of the eastern region are relatively poor,and the energyintensive industries in the East is not only faced with serious environmental constraints,but also facing serious resource constraints.Under the constraints of serious resources and environment,will the energy-intensive industries transfer to the middle and western area,like the United States,the UK and the Japanese?In order to study this problem,this paper use the industrial agglomeration,spatial distribution,development speed and spatial transfer level to measure transfer status of energy-intensive industries in our country at present,I found that the energy-intensive industries mainly concentrated in the eastern area before 2005,the energy-intensive industries has transfer from the East and Northeast to the Middle and the West area after 2005;secondly,through the theoretical model analysis and real economic data found that the resource and environmental constraints will lead to energy-intensive industries to increase the cost of production,reduce production efficiency;thirdly,through empirical panel data analysis found that the resource and environmental constraints will lead to high energy consumption industry transfer from the Northeast and Eastern regions to the Middle and Western regions;Finally,based on the conclusions of this study,we explain the “environmental Kuznets hypothesis” and put forward some feasible policy.
