In order to promote the long-term,healthy and stable development of China’s coal and power industry and ensure the national energy security,the government departments have issued a series of policies to reform the coal and power enterprise system.But with the deepening of system reform,our country’s backward situation of coal energy enterprises still not fundamentally changed,execution is not strong,slow production transformation problems,and to further improve these problems,but also from the performance appraisal to carry out effective performance management work,improve the line of production workers enthusiasm,can fundamentally change the current reform difficulties,promote the rapid transformation of coal energy enterprises.SX Coal and Power Company was selected as the research object,First,state the background and significance of the topic selection,Exactly why SX coal power enterprise production front-line staff performance assessment system to carry out research,Secondly,the related theories of performance appraisal system and appraisal methods,Determine the research methods involved in this paper,On this basis,SX coal power enterprises,And define the specific department of the production line staff,The questionnaire survey method was used to carry out the analysis of the performance appraisal system of SX coal and power enterprises and field investigation,Analyze from the status quo of performance appraisal,appraisal indicators and other aspects,The existing problems such as unclear assessment indicators and poor use of assessment results are discussed,Provide a practical basis for further optimization.Finally by drawing strategic map to determine SX coal enterprise key performance indicators,around the SX coal enterprise production line staff characteristics,according to the balance card four dimensions build judgment matrix,optimize the existing SX coal enterprise production line staff performance appraisal index,further from personnel security,organization,system,technical support and cultural guarantee performance appraisal implementation,to ensure that the optimization of SX coal enterprise production line staff performance appraisal system can be implemented smoothly.Through research,this paper using the balanced scorecard for the optimization method,targeted to design more suitable for SX coal company production line staff performance appraisal system,draw the following conclusions:(1)SX coal company production line employee performance appraisal system backward performance appraisal method,performance appraisal subject understanding,performance appraisal index design,performance appraisal cycle is too long and lack of effective assessment results feedback and communication system.(2)The introduction of a balanced scorecard can change the problems existing in the production frontline staff performance appraisal system of SX Coal power Company,promote employees to pay more attention to long-term interests,and combine their own behavior with the long-term development of the enterprise.(3)The performance appraisal system of the front-line production employees optimized in this paper has redesigned the performance appraisal index and the assessment content,and put forward the strategic design for the optimization and guarantee of the appraisal results.To help SX coal power company out of the current production predicament,improve the core competitiveness of enterprises,and also provide reference for the optimization of the performance appraisal system of similar coal power enterprises.
