China’s economic development is in a painful period of transition from high-speed development to high-quality development.In the 2021 government work report,it is pointed out that we should do a solid job of carbon neutralization and carbon peaking to build momentum and energy for the environmental protection service industry.As a key industry supported by the state,the environmental protection service industry mainly includes environmental governance consulting and environmental protection equipment maintenance.However,in recent years,the development of environmental protection service companies has not been as expected,the profitability of enterprises has continued to decline,the status of performance appraisal is worrying,and the development has encountered bottlenecks.Under the background of slow economic growth and tight financial funds,enterprises should optimize the performance appraisal index system to improve internal processes,reduce operational risks and create value for customers.This paper expounds the theoretical knowledge of the balanced scorecard and the important concepts related to the balanced scorecard,and introduces its development history and literature review at home and abroad.Taking the Data Monitoring Department of X Environmental Protection Service Company as the research object,through the field survey of the company,the scientific analysis of the department’s organizational structure,value chain and the current employee performance appraisal index system was conducted,and the problems were found,the reasons were analyzed,and the management advantages of the balanced scorecard were proposed to build the performance appraisal index system.According to the four dimensions of balanced scorecard finance,internal process,learning and growth,and customer satisfaction,the company’s strategy is implemented into the department’s strategy,and then the department’s strategic map is drawn to refine the department’s strategic objectives into four dimensions,laying the foundation for the next step of setting performance appraisal indicators.Using the performance indicators of the original department’s KPI and OKR for reference,through comparative analysis and based on the strategic map,the performance appraisal indicators of the employees of the Data Monitoring Department were designed,and the current performance appraisal indicators were optimized,so that the performance indicators and the strategy could be coordinated.The questionnaire method is used to investigate the senior management of the group and the company’s employees.According to the survey results,the importance of each performance indicator is determined,and the analytic hierarchy process is used to calculate the weight of the assessment indicators.By designing a strategy oriented performance appraisal index system based on the balanced scorecard,the article makes the enterprise’s competitive strategy concept rooted in the deep thoughts of each employee,so that employees can understand that daily work is also an important part of the implementation of the enterprise’s strategy,each work is intentional,further optimize the allocation of human resources,improve the working attitude of employees,and enable employees to work for the enterprise willingly,Improve work enthusiasm and loyalty to the company,explore employees’ work creativity,and then improve the executive efficiency of functional departments,enhance corporate profitability,cultivate a good corporate culture,and promote the rapid and vigorous development of China’s environmental protection service industry.
