Rich energy resources were of great significance in the early stages of economic development,greatly accelerating China’s economic development and industrialization process.However,the accompanying problems such as high energy consumption,high industrial wastewater and exhaust emissions,low utilization rate of industrial solid waste,and high carbon emissions have gradually emerged in the economic development process mainly focused on resource extraction and related industries.The extensive economic development model of achieving a significant increase in output through resource consumption has resulted in varying degrees of imbalanced industrial structure development,increasingly serious environmental pollution,catastrophic ecological environment damage,slow follow-up governance results,and insufficient social development vitality in 262 resource-based cities in China due to "resource dependence".At present,China has entered a stage of high-quality development,with more obvious characteristics of the New Normal of economic development.The goal of carbon dioxide emissions to reach the peak by 2030 and achieve carbon neutrality by2060 has been put forward,making it more urgent for resource-based cities to achieve economic transformation and sustainable development.This article focuses on the above issues and conducts research on low-carbon economy,low-carbon development,and resource-based cities.It analyzes in detail the current situation of low-carbon development and low-carbon development in resource-based cities both domestically and internationally,and points out that low-carbon development is an inevitable choice for the economic transformation of resource-based cities.Taking Huainan City as an example,further analyze the changes in the industrial structure,new industry development,high-tech industry development,and industrial energy consumption structure of typical resource-based cities under the current low-carbon strategy.The key is to construct an evaluation index system for the industrial development capacity of Huainan City from four aspects: material production capacity,human production capacity,social supply and demand capacity,and environmental carrying capacity,based on the data from 2012 to 2021.The entropy method and TOPSIS method are used to calculate the indicators that affect the industrial development capacity of Huainan City,and a phased evaluation is conducted on the industrial development capacity of Huainan City under the low-carbon strategy,Analyze the deficiencies in the industrial development capacity of Huainan City.This article comprehensively applies research methods such as theoretical analysis,current situation analysis,and empirical research.Through analysis,it is pointed out that the industrial development under the current low-carbon strategy in Huainan still has a low contribution to the total regional economy and a weak foundation for stable growth;The traditional coal power industry accounts for a relatively large proportion,and the industrial development and transformation are slow;The ability to innovate independently is not strong,and new pillar industries have not yet formed;Insufficient investment in environmental losses,still relying on high energy consumption to support economic development,and proposing principles and ideas for low-carbon urban development,as well as coordinating the development of coal and non coal industries,to promote the optimization and upgrading of industrial structure;Coordinate the development of traditional and emerging enterprises,and promote the development of green and low-carbon technology in the industry;Coordinate the division of labor and cooperation within and outside the province to promote the improvement of industrial production efficiency;Specific suggestions such as coordinating the coordination between cities and mines,integrating industry and city,and promoting rational industrial layout have certain reference significance for promoting the scientific and rational transformation and development of Huainan.Figure [16] Table [9] Reference [83]...
