| In recent years,various environmental pollution incidents that have occurred one after another have caused widespread concern,and ecological and environmental problems have become more prominent.For a long time,resourcebased cities have made great contributions to China’s economic development by virtue of their unique resource advantages.However,their extensive development mode also determines that resource-based cities are facing more prominent environmental problems.The Sustainable Development Plan of Resource-based Cities Nationwide(hereinafter referred to as the Plan)is the first national-level special plan for the sustainable development of resource-based cities.Whether it has promoted pollution reduction in resource-based cities in China,this thesis attempts to explore the pollution reduction effect of the Plan.Firstly,the thesis sorts out the relevant theoretical basis and literature;secondly,it analyzes the trend of major pollutant emission changes in resourcebased cities in recent years.In addition,it clarifies the process of the impact on pollution reduction through in-depth analysis of the Plan,and then puts forward six research hypotheses.Drawing on the theoretical analysis,this thesis takes the panel datas of 109 resource-based prefecture-level cities in China from 2004 to2018 as the research sample,takes the issuance of Plan as a quasi-natural test environment,and uses the quasi-difference method,constructing two-way fixed effects model for empirical analysis,so as to make the research conclusions more accurate on data and methods.The Plan can significantly reduce the pollution emissions of resource-based cities,but there is a policy lag effect,and its policy effect has emerged from the third year of the implementation of the Plan,and shows a gradually-strengthened trend.China has vast territory and different city has different characteristics in urban development.Therefore,in order to make the research results more pertinent,the thesis classifies different cities from the following four aspects: heterogeneity of resource dependence,urban growth cycle,location and pollution reduction pressure.In addition,the mechanism analysis results which based on a mediating effect model show that the Plan can reduce the pollution emissions of resource-based cities by improving the level of informatization.According to the research results,the local government of resource-based cities should follow the general idea of the Plan,formulate and implement more proactive environmental protection measures according to the overall situation and local conditions,strictly implement various environmental protection standards,implement rewards and punishments,and encourage innovation,besides,guide the transformation and upgrading of resource-based industries,cultivate and develop emerging industries,appropriately increase the pressure on regional pollution reduction,and comprehensively and continuously promote pollution reduction.At the same time,the government,polluting companies,and the public should form a joint effort to jointly participate in environmental governance.In addition,it’s necessary to strengthen the construction of informatization infrastructure,encourage the integrated development of informatization and industrialization,and enhance the scale effect of environmental governance brought about by agglomeration,which can bring continuous improvement of the informatization level,and then give full play to the intermediary role of information level in the impact of the Plan on pollution reduction in resource-based cities. |
