| Since reform and opening up,China has faced up to difficulties and worked hard to achieve the enhancement of comprehensive national strength,sustained economic development,improvement of people’s living standards,and continuous progress towards the great goal of national rejuvenation.However,China’s energy intensity has always been at a high level,about 30% higher than the world average.Extensive economic development not only leads to environmental pollution and waste of resources,but also has a significant negative impact on the future sustainable development of our country.For this reason,China has put forward requirements to reduce the intensity of energy consumption since the beginning of the Eleventh five-year Plan,and made an overall plan for the transformation of our country to a resource-saving and environment-friendly society.As an important part of cities in China,energy saving and consumption reduction of resource-based cities is also an important part of the overall task of national energy saving and consumption reduction.From the perspective of industrial structure,the secondary industry of resource-based cities accounts for a relatively high proportion,mining,petrochemical,metallurgical and other industries often need to consume a lot of energy,but their output is relatively low,so the energy consumption intensity of resource-based cities has been high.At the same time,the self-development of resource-based cities is also facing multiple difficulties.In order to promote resource-based cities to accelerate the reduction of energy consumption,the State Council issued the National Sustainable Development Plan of Resource-based cities(2013-2020)in November 2013,which is intended to plan the future development of resource-based cities as a whole.Specifically,the Planning divides resource-based cities into four types according to resource reserves and development status,and formulates corresponding measures for the development of different types of cities.In order to explore the impact of "planning" on the energy consumption intensity of resource-based cities,this paper carried out a further analysis on the basis of the existing research.First of all,this paper adopts the method of qualitative research and quantitative research,and summarizes the existing theories and literature.This paper obtains the theoretical mechanism that "planning" affects the energy consumption intensity of resource-based cities,and puts forward three research hypotheses on this basis.Secondly,on the basis of theoretical analysis,this paper selects 165prefecture-level administrative regions from 2011 to 2020 as the research object,through the construction of PSM-DID model,after the completion of sample matching,using double difference method to establish multiple regression model,to achieve the goal of exploring the effect of "planning" on the energy consumption intensity of resource-based cities through the empirical model,and through three robustness tests to verify the robustness of the model.The empirical results show that the implementation of "Planning" has significantly promoted the reduction of energy consumption intensity of resource-based cities.On this basis,this paper makes a heterogeneity analysis and further explores the samples of different types and different regions.It is found that "planning" can obviously promote the reduction of energy consumption intensity of four types of cities: growth type,mature type,decline type and regeneration type,and plays an obvious role in promoting the reduction of energy intensity of resource-based cities located in the east,middle and west.Finally,according to the empirical results,this paper puts forward countermeasures and suggestions,in order to provide valuable reference for energy saving and consumption reduction of resource-based cities in the future. |
