Research On The Dilemma And Countermeasures Of Energy Governance Of Resource-Based Cities Under The "Dual Carbon" Goal

Green and low-carbon energy transformation is the path to achieving the goal of carbon peak and carbon neutrality.Energy is the material guarantee for the development of the national economy,and energy governance is an important part of national governance.As an important strategic place for energy security,resource-based cities are an important support for energy security and the healthy development of the national economy.Conforming to the essence of green and low-carbon energy transformation under the "dual carbon" goal and improving the governance capacity of resource-based cities in the energy field is an inevitable requirement for the sustainable development of resource-based cities,and it is also an inevitable choice to promote high-quality energy development and ensure national energy security.Based on the empirical analysis of Y City,S Province,under the "dual carbon" goal,the energy governance of resource-based cities mainly has the dilemma of serious high carbon emissions of coal-based energy enterprises,insufficient green and low-carbon energy transformation,and slow technological change of low-carbon energy.The root cause lies in the following: first,the economic dependence on the coal industry leads to the density of high-carbon enterprises,and the imperfect carbon reduction mechanism leads to high carbon emissions in coal enterprises;Second,the traditional advantages of fossil energy hinder the transformation of energy structure,and the lag of new energy development planning and supporting policies hinders the development of new energy.Third,the dependence on coal chemical technology inhibits the development of low-carbon technology,and the imperfect innovation mechanism leads to the lack of advantages of low-carbon energy technology.To break through the energy governance dilemma of resource-based cities under the "dual carbon" goal,the following countermeasures need to be followed: first,accelerate the green development of energy enterprises,and improve the construction of government energy conservation and carbon reduction regulations and market carbon reduction mechanisms;Second,we must not only give full play to the advantages of fossil energy to implement the responsibility of energy security supply,but also plan new energy development according to local resource advantages;The third is to take the "dual carbon" goal as an opportunity to establish the concept of diversified low-carbon energy technology innovation,increase the investment of low-carbon energy technology talents and funds,and establish a low-carbon energy technology achievement transformation mechanism.Energy governance under the "dual carbon" goal is related to ecological politics,and resource-based urban energy governance is an important research content of energy politics,which provides political science ideas for further research on the energy governance of resource-based cities under the "dual carbon" goal.
