The CPC Central Committee and The State Council attach great importance to the construction of high-standard farmland.General Secretary Xi Jinping said,the rice bowl of the Chinese people should not only be firmly in their own hands but also be mainly filled with Chinese grain.Arable land is the lifeblood of food.Our country is a big agricultural country,grasping food production security,building farmland with high-yield and stable production and high standard,and realizing modern agricultural industry development.Premier Li Keqiang has repeatedly put forward clear requirements for developing grain production and building high-standard farmland.The construction of high-standard farmland is one of the important measures to ensure national food security and improve comprehensive agricultural production capacity.China has emphasized the importance of "high-standard farmland construction" in the No.1 central document for 12 consecutive years.The Party’s 20 National Congress stressed that upholding and strengthening the Party’s overall leadership over the work related to agriculture,rural areas and farmers,and focusing on high-standard farmland construction will lay a solid foundation for China’s basic agricultural modernization by 2035.First,establish a high standard farmland evaluation index system.Based on the big data statistics of literature databases such as China National Knowledge Network,the research results of high-standard farmland construction during 2012-2022 were analyzed using VOSviewer for literature metering visualization,and the indicators were initially selected.By determining the principle and basis of index selection,an evaluation index system based on the five dimensions of "innovation,coordination,green,openness and sharing" is constructed,and 21 indexes are initially drawn up.In order to improve the operability,scientificity and accuracy of the evaluation indexes,questionnaire survey is adopted to optimize the preliminary indicators.The forms of the questionnaire were online questionnaire survey and offline field survey.According to the questionnaire feedback,reliability analysis,descriptive statistical analysis,single sample T test and other optimization processing of the data were carried out.Finally,four indicators including the proportion of cultivated land area,the contribution rate of agricultural science and technology progress,the total load of agricultural non-point source pollution and the static payback period of investment were eliminated,and 17 indicators were retained.Secondly,by inviting relevant experts,scholars and front-line technical staff in the industry,the analytic hierarchy process and the entropy weight method are adopted to determine the relevant weight and relationship of each indicator.A high standard farmland project evaluation model was constructed with TOPSIS approximation ideal solution.This study adopts the method of case study,taking Y County as an example to evaluate high standard farmland,and demonstrates the evaluation model.Finally,a comprehensive evaluation of high standard farmland construction projects is carried out.The main conclusions of this study are as follows:(1)Under the guidance of the five new development concepts and the method of combinatorial empowerment,the weights of indicators at the levels of innovation,coordination,green,openness and sharing and the weights of specific evaluation indicators are determined.A high standard farmland project evaluation model was constructed by TOPSIS method.(2)Build a high-standard farmland project evaluation index system based on research theories,and adopt a series of theoretical basis and calculation methods to finally screen and determine the evaluation index model as follows: With the high quality development excellence of high standard farmland as the target layer and innovation,coordination,green,open and sharing as the criterion layer,the evaluation indexes were further selected.The innovation level included the high efficiency mechanization rate,the development level of smart agriculture,and the comprehensive production capacity of main grains.The coordination level included the complete level of protected forest network,the coordination degree of water and land,and the ability of flood control,drought and disaster reduction.The green level includes the planting proportion of "three products and one standard" agricultural products,the water-saving rate of high-standard farmland,the rate of soil testing and fertilization,the utilization rate of degradable plastic film,and the recovery rate of residual film;the open level includes the land transfer rate,the qualified rate of machine-cultivated roads,and the proportion of social investment;the sharing level includes the management and protection rate of small and medium-sized infrastructure,public satisfaction,and the storage coverage rate of the map above built high-standard farmland.(3)Y County was taken as an example for verification and analysis to demonstrate the practicability,feasibility and scientificity of the high-standard farmland project evaluation model constructed by TOPSIS method.Through the analysis of the actual cases of the research area,the following conclusions are drawn: 1.Research area E ranks first in the three levels of innovation,coordination and green;research area B ranks first in the open level;research area C has the best performance in the sharing level.2.In the comprehensive level of the new development concept,the relative advantages and disadvantages of the five project research areas are ranked as D,E,C,A and B.
