At present,the transportation industry is in a stage of rapid development.Due to its advantages of small land occupation,low cost,low energy consumption,low pollution,large transportation capacity and high efficiency,water transport has led to large-scale development and utilization of waterways by human beings,causing serious damage to the ecological and water environment of navigable rivers.Under the current new situation of ecological civilization construction,the restoration and protection of navigable river ecosystems that are seriously damaged or potentially risky is an urgent problem to be solved at present,and it is also the only way to build green ecological waterways in the future.As a scientific tool for identifying the health problems of navigable rivers,health assessment of navigable rivers can effectively provide a decision-making basis for the management,restoration and protection of navigable rivers,which is of great practical significance.Based on this,this paper carries out research on the health evaluation system of navigable rivers,and the research results are as follows:(1)Construction of health evaluation index system and rationality verification of navigable rivers.Based on the "Guidelines for the Assessment of River and Lake Health and Water Ecological Health in Zhejiang Province(Trial)" and other norms,combined with the results of river health assessment at home and abroad and the principle of index construction,18 highly targeted evaluation indicators were screened out by frequency analysis method and consulting with industry experts,and the meaning,calculation method and scoring criteria of each evaluation index were clarified,and a navigable river health evaluation index system including six aspects of hydrology,water quality,habitat physics,biology,social services and river course management was constructed.Then,aging entropy and mass entropy are used to verify the objective rationality of the evaluation index system from the aspects of timeliness and accuracy.(2)Combined weighting based on C-OWA operator and entropy weight method.The subjective weight analysis method C-OWA operator and the objective weight analysis method entropy weight method were used to calculate the sequential weight and criterion weight of each index of the navigable river health evaluation index system,and then the linear weighting method was used to combine and empower the indicators,and finally the weight values of the indicators at each level of the navigable river health evaluation index system were determined.(3)Case verification of navigable river health evaluation index system.Using the constructed evaluation index system,the river health evaluation work of 18 indicators was carried out on the navigable river Yuemingtang,and the abstract and vague river health problems were quantified into specific index scores,which verified the feasibility and operability of the evaluation index system.(4)Comprehensive evaluation of navigable river health based on grey cluster analysis model.The gray cluster analysis model was used to comprehensively evaluate and analyze the health of the navigable river Yuemingtang,and the gray clustering coefficient of the target layer,criterion layer and indicator layer was solved by constructing the bleaching weight function,and the gray group of indicators at each level was analyzed,and the current health problems of the river were discovered and targeted treatment measures were proposed.
