Research On The Performance Evaluation Of Garbage Sorting Projects In City A

The report of the 19 th National Congress of the Communist Party of China put forward the overall layout of the "five-in-one",and proposed that the construction of ecological civilization is an important part of the construction of socialism with Chinese characteristics,which is related to the well-being of the Chinese people,the future of the Chinese nation,and the realization of the Chinese dream of the great rejuvenation of the Chinese nation.Garbage classification is an important starting point for promoting the construction of ecological civilization.All parts of the country implement the spirit and deployment requirements of the instructions of the CPC Central Committee on garbage classification,carry out pilot work of garbage classification,promote the development of garbage classification,and improve the living environment.However,the operation effect and management quality level of garbage classification are uneven,which affects the quality of garbage classification.Therefore,a scientific and reasonable performance evaluation system for garbage classification projects should be established to find out the problems existing in the implementation of the project,and supervise the implementation and operation of the project,so that the garbage classification can be carried out at a high level and with high quality and effectively promote the construction of ecological civilization.At the same time,the research on the performance evaluation of garbage classification projects of City A enriches the performance evaluation theory of government projects and helps to promote the comprehensive implementation of budget performance management.In view of the realistic task requirements of the construction of the performance evaluation system of garbage classification projects,this paper adopts the case analysis method,survey research method,and analytic hierarchy method to investigate the performance evaluation system of garbage classification project in City A.Firstly,the relevant literature of garbage classification and financial project performance evaluation was reviewed,and we found that there was few research literature about the garbage classification performance evaluation system.Then,the performance evaluation status of garbage classification project in City A was analyzed,and we found that the industry field indicators and benefit indicators in the current performance evaluation system were not perfect.Thirdly,combined with the "balance" idea of the balanced scorecard,the index is set up,the project performance evaluation index system is decomposed by the strategic map,the judgment matrix is constructed according to the expert questionnaire,and the index weight assignment is carried out by the analytic hierarchy method,so as to complete the construction of the performance evaluation index system of the garbage classification project in City A.Finally,combined with the implementation of the garbage classification project in City A,the performance evaluation system of the constructed performance evaluation system was applied,and the performance evaluation score of the garbage classification project in City A was low(is 76.91).From the four dimensions of project performance evaluation,the following problems existed in the operation and performance evaluation of the garbage classification project in City A including the high project performance target setting,the unreasonable budget preparation,the low project output effect and project audience satisfaction,and the unsatisfied social and ecological benefits.And put forward the following countermeasures and suggestions: refine the project goal formulation,improve the project approval procedures,optimize the project performance evaluation index system and evaluation process,etc.
