| The social economy is developing rapidly,and the investment in construction projects in some enterprises is also increasing,and many of these construction projects reflect the requirements of the policy and also reflect the combination with the market.For construction projects,it was difficult for the previously relatively single financial evaluation to meet the needs of further development.In order to conduct a more comprehensive and scientific performance evaluation of the construction project,it is necessary to jump out of the shackles of a single evaluation index and analyze the overall process of the whole project and the indicators at multiple levels.The performance evaluation of research and construction projects helps to improve the efficiency of investment,optimize the allocation of resources,and promote the harmonious development of society.As a government-invested power construction project,the Baotou Aluminum Huayun Power Project can be analyzed as a typical case.Based on performance management theory,new public management theory and public economic theory,this paper takes Baotou Aluminum Huayun Power Project as the research object,and analyzes the hierarchy method,entropy method and combination empowerment method as the main research methods to study the performance evaluation problem of Baotou Aluminum Huayun Power Project.First of all,for specific construction project examples,a specific classification index system is established from the aspects of project establishment process,project management,and project output and performance.On the basis of the performance evaluation indicator system,experts are hired to score each indicator as a basis for further analysis.Secondly,combined with the specific engineering practice of Baotou Aluminum Huayun Power Project,the performance evaluation model of the project was constructed,and 3 first-level indicators,10second-level indicators and 21 third-level indicators were designed.According to the above two empowerment methods,the weights of each indicator are obtained,and then the combined weight calculation is performed to obtain the final weight and score.Among the three dimensions of project decision-making,project management and project performance,project management has the highest score after empowerment,followed by project performance score and project decision score the least.Finally,the remaining shortcomings in the research in this paper are analyzed,and suggestions are made for the improvement of the performance evaluation of construction projects in the future.This paper established the Baotou aluminum Huayun power construction project performance evaluation index system,through the study of the evaluation index,and finally verified that the performance evaluation system constructed in this paper as a power construction project is reasonable and feasible,but there are still some deficiencies,that is,the performance evaluation of Baotou aluminum Huayun power project still needs to be improved,the performance evaluation index system should be more real,objective and diversified,and its performance evaluation should also be supervised,so that the company can develop better and reflect the advantages of the project.It can also provide reference for other companies that have performance evaluations of large construction projects. |
