With the rapid development of society and economy in our country, accompanied by some of the environmental pollution problem can no longer be ignored.Environmental regulation is an effective measure to curb pollution emissions, which can better promote the coordinated development of the country’s economy and social environment, and take a path to achieve green and low-carbon development. In view of this, this paper measures the green total factor productivity of the provinces and cities in the Yangtze River Economic Belt by comprehensively considering various environmental factors, which can more accurately and truly reflect the regional economic development, and try to join the intensity of environmental regulation,by using the fixed effects model quantitatively discusses the impact on the green total factor productivity. This paper first uses the entropy method to synthesize the undesired output into a comprehensive environmental pollution index, and using the super-efficiency SBM model and the GML index to calculate the green total factor productivity and its decomposition technique efficiency and technical progress index of the provinces and cities in the Yangtze River Economic Belt from 2005 to 2017.Then the environmental regulation intensity index is introduced as the main explanatory variable,at the same time to join industrial structure, human capital level, degree of openness, technological innovation level, factor endowment structure, urbanization level, and energy intensity for7 control variables to measured Yangtze River the green total factor productivity of the provinces and cities in the economic belt from 2005 to 2017 is taken as the main explanatory variable, and its decomposition technical efficiency index and technological progress index are used as secondary explanatory variables to construct a panel regression model for further analysis and discussion, and expand the multi-factor research on the comprehensive impact of green total factor productivity, and finally draw conclusions and put forward policy recommendations to promote the growth of green total factor productivity. The main conclusions of the study are as follows:(1)From the 2005-2017 time level of the Yangtze River Economic Belt, the overall green total factor productivity of the Yangtze River Economic Belt showed a fluctuating upward trend during the study period. The changes in technological progress were higher than technological efficiency in most years.Changing.The growth of green total factor productivity in the Yangtze River Economic Zone mainly comes from technological progress, and offsets part of the hindrance from the inefficiency of green technologies.(2)From a regional perspective, the trend of green total factor productivity in the upper reaches of the Yangtze River, the middle reaches of the Yangtze River, and the lower reaches of the Yangtze River is roughly the same as that of the Yangtze River Economic Belt.On the whole, the level of green total factor productivity in the lower reaches of the Yangtze River is better than that in the upper reaches of the Yangtze River. The upper reaches is better than the middle reaches of the Yangtze River, showing a trend of increasing in turn.At the provincial level, the green total factor productivity of Shanghai and Zhejiang Province increased during the sample study period, and the green total factor productivity of the other nine provinces all showed a retrograde trend.(3)The intensity of environmental regulations in the Yangtze River Economic Belt and the middle reaches of the Yangtze River is significantly negative for green total factor productivity, and the lower reaches of the Yangtze River is significantly positive, which has a significant promotion effect on technical efficiency and a significant inhibitory effect on technological progress.(4)The level of urbanization(except the lower reaches of the Yangtze River),human capital level, technological innovation, and factor endowment structure all have a positive effect on green total factor productivity as a whole;energy intensity has a negative impact on green total factor productivity. That is to say,the increase in energy intensity will inhibit the growth of green total factor productivity;the impact of industrial structure on the green total factor productivity of the Yangtze River Economic Belt is negative, and it has no significant impact on each basin section;degree of openness has no effect on green total factor productivity.and its impact on technical efficiency and technological progress varies.Based on the empirical results, this article proposes the following policy recommendations to promote the development of green total factor productivity in the Yangtze River Economic Belt:(1)Speed up the improvement of technological innovation and promote the improvement of technical efficiency;(2)Formulate appropriate environmental regulatory intensity and optimize energy consumption Structure;(3)Accelerate the development of urban-rural integration and improve the urbanization strategy;(4)Implement the regional differentiation development strategy according to local conditions.
