At present,in view of the urgent demand for ecological protection and green development of shipping in Yangtze River and other major inland river basins,Yangtze River ships are transforming to green and ecological direction speedly,the continuous development and application of intelligent technology also bring opportunities to the intelligent development of Yangtze River ships,green and intelligent is the inevitable way for the development of Yangtze River ships.The development trend of green and intelligent technology of Yangtze River ships is obvious in stages,and the demand for green and intelligent technology varies in different development stages.Therefore,it is necessary to evaluate the green and intelligent technology application scheme of Yangtze River ships in different development stages objectively and determine the development direction and technology application path of Yangtze River green and intelligent ships.The evaluation of the phased development of Yangtze River green intelligent ships is characterized by multiple attributes,dynamic and uncertainties,and involves the evaluation index system of six attributes of greenness,intelligence,safety,economy,technology and social benefit,among which the quantification of economic,technical and social benefit indexes needs to take into account the randomness and ambiguity The uncertainty factor of the evaluation indexes.For this kind of complex multiattribute decision-making problems with uncertain information,the existing traditional multi-attribute decision-making methods are no longer applicable.Therefore,it is urgent to solve the key problems such as calculation of qualitative and quantitative indexes values under uncertain environment,determination of index weights and construction of evaluation model for phased development of Yangtze River green intelligent ships,and propose a comprehensive evaluation method for the application of green and intelligent technology solutions for Yangtze River ships at different development stages.Firstly,the paper analyzes the evaluation problem of phased development of Yangtze River green intelligent ships and determines the green intelligent technology application schemes and evaluation indexes for different development stages and different ship types based on the existing results and the development goals of green intelligent technology for Yangtze River ships.Then,in view of the multi-attribute uncertainty characteristic of index quantification,a method based on stochastic simulation is adopted to focus on solving the problem of quantifying the attribute values of economic indexes;a fuzzy mathematical method is adopted to solve the difficult problem of quantifying the attribute values of two qualitative indexes of technical and social benefits.Subsequently,the improved EWMAHP method is adopted to determine the weights of each evaluation index,introduce the 2-tuple aspiration,and adopt the improved TOPSIS method to solve the dynamic uncertain multi-attribute decision problem of green intelligent technology application scheme for Yangtze River ships at different development stages.And the validity of the comprehensive evaluation method of this paper is verified by taking the Yangtze River7500 t bulk carrier put into operation as the object.Finally,based on the above research results,a comprehensive evaluation of the typical ship green intelligent technology application scheme in Yangtze River is carried out,and the research conclusions provide a reference basis for decision making on the development route and technology application path of Yangtze River green intelligent ships.
