Innovative Research On The Emergency Management Mechanism Of Ship Pollution In The Yangtze River

The Yangtze River is the largest river in China and the third longest river in the world.The main stream has a total length of 6300 km and a drainage area of 1.8million square kilometer.Freight volume ranks first in the world.With the continuous improvement of the role of the golden waterway,the number of ships sailing in the Yangtze River is also increasing,which leads to the increase of ship accidents and pollutant emissions.It brings challenges to the ecological environment protection of the Yangtze River Economic Belt in China.This paper focuses on the general analysis of the current ship pollution emergency management mechanism and the case study of ship pollution accidents within the jurisdiction of B maritime administration.Through field investigation and other methods,it is found that there are some problems in the emergency management mechanism of ship pollution in the Yangtze River,such as paying more attention to disposal than prevention,management vacuum or multi management in the process of disposal,and insufficient compensation for the loss caused by ship pollution.We should improve the system of preparation,drill and management of ship pollution emergency plan,realize the three-dimensional supervision of ship pollution,and strengthen the awareness of ship pollution prevention.Promoting the legalization of responsibility mechanism and the unification of command and management platform.We should establish and improve the post assessment mechanism of the Yangtze River ship pollution damage,and explore the establishment of the Yangtze River ship pollution liability insurance system.Strengthen the integration of emergency management team.Improve the standardization of production management of anti pollution equipment.
