| Over the past 10 years,the three times of garbage classification attempt in Qingdao city didn’t get ideal effect.Under this background,Qingdao will carry out a new round of garbage classification.Success or failure of this time will test the work of government departments and people’s wisdom,patience and tolerance.Because human resource has a very important role in the promotion of garbage classification,this thesis will make a research on human resource allocation.The paper found through library books,literature database queries,field research,interviews,etc.that in the SN area garbage classification,there is an unreasonable structure of human resources,the selection and cultivation mechanism of managers needs to be improved,and the staffing mechanism and methods need to be improved.The evaluation of human resources is flawed and the incentive mechanism is not perfect.These problems are mainly due to lack of scientific planning of human resources,unsound human resources allocation,unscientific staff recruitment training,and imperfect incentive mechanism for human resources.Therefore,we should improve post personnel analysis,optimize the structure,establish an effective allocation mechanism,standardize the recruitment process,improve the training system,formulate a scientific human resources plan,improve the incentive mechanism,and stimulate the vitality of human resources,so that garbage classification work can be carried out in an orderly manner. |
