The implementation of urban household garbage classification and disposal is an important measure to crack the "garbage siege" chronic problem and build a "wastefree city",as well as an objective requirement to develop green recycling economy,enhance urban governance and improve urban living environment.With the increasing effect of population concentration,domestic garbage management has become an important issue of urban governance.The implementation of domestic waste separation is a complex governance matter involving multiple stakeholders and including many links,which requires continuous optimization of the main relationship network,continuous improvement of governance mechanisms,and efforts to innovate governance tools to form a closed loop of governance.In this paper,we review the policy development of urban waste separation in China,analyze the implementation of the policy in city C,focus on the main issue of " where does the waste go after it leaves the district",and sort out the problems in the process of urban waste separation governance in China,In this paper,we will strengthen the system,mechanism,policy guarantee and industrial support for scientific sorting,harmless treatment,recycling and green development after the waste leaves the community.This paper uses the theoretical framework of collaborative governance and policy network to analyze the interaction and action logic of multiple subjects in the process of urban domestic waste management,and focuses on the governance subjects,elements and processes outside the community from the perspective of the whole process in conjunction with total quality management theory.This paper first makes a descriptive analysis of the current situation of domestic waste management in city C.It sorts out the historical process and institutional design of waste management,and its waste management history has three stages: initial exploration,encouragement and guidance,and compulsory separation,and makes a horizontal analysis of the main actors and the interaction between actors in the current domestic waste management,and a vertical sorting of the process system of domestic waste management in city C.Subsequently,this paper uses interviews and field surveys to study the current situation of domestic waste governance in City C in depth,and finds that breakthroughs have been made in the initial implementation of mandatory separation of waste governance,but the subsequent effect of long-term governance has not been achieved.From this study,we found that there are problems such as insufficient coordination of functional departments,deviations in law enforcement,and unclear responsibilities of the main body at the municipal governance level;multiple entities have not achieved the coupling effect of collaborative governance,such as lack of collective awareness of the public,over-reliance on government leadership,lack of participation of professional social organizations,and uneven distribution of enterprise participation;there are also imperfections in various aspects of the waste separation process,such as low accuracy of front-end placement,low level of middleend re-sorting,and low level of waste separation,In addition,there are still imperfections in all aspects of the waste separation process,such as low accuracy of front-end placement,low level of middle-end re-sorting,and lagging end system construction.Finally,based on the actual situation of domestic waste management in City C,we propose specific suggestions for optimizing the process of urban domestic waste management and improving its effectiveness,strengthening the construction of a comprehensive system at the municipal level,integrating the co-management bodies to better play the advantages of multi-body coupling,and promoting a smooth and coherent whole chain of waste management.We are committed to providing strong theoretical support for the continuous optimization of urban domestic waste classification policy.
