Research On Carbon Inclusive Project In Beijing Under The Background Of Emission Peak And Carbon Neutrality

In the reality of the worsening global climate,all countries are taking certain measures to cope with the climate crisis.The successive introduction of double carbon targets around the world has increased the pressure to reduce carbon emissions.Beijing,as the capital and the political and cultural center of the country,also bears the burden of achieving the double carbon target.In this context,carbon Inclusive project is undoubtedly a good institutional choice to mobilize the public to participate in carbon emission reduction and practice low-carbon behavior.However,carbon Inclusive project in China is still in the exploration period,and the development of carbon Inclusive project in Beijing is not very mature,so it needs to establish a systematic carbon Inclusive project system and certain legislation to guide it.The first part of the paper gives an overview of carbon peaking,carbon neutrality and carbon Inclusive project system.The background and significance of carbon neutrality are explained;the path of carbon neutrality and the value of carbon Inclusive project in the context of double carbon are introduced;finally,Finally,this paper expounds the carbon universality from the perspective of law,discusses the legal basis of carbon Inclusive project system from the perspective of public participation theory,the influence of incentive mechanism on environmental behavior,the theory of market function and the nature of carbon emission right,and analyzes the civil,economic and administrative legal relations contained in carbon Inclusive project system.The second part of the paper sorts out the practice of carbon Inclusive project system in the country and summarizes the implementation experience of carbon Inclusive project system.This paper summarizes the defects and deficiencies of the implementation of carbon Inclusive project system in China,and analyzes the reasons for the lack of carbon Inclusive project system practice in China.This paper draws the practical experience of carbon Inclusive project system in other provinces and cities from the aspects of establishing and perfecting policy support system and promoting the legislative experience of other provinces and cities from the perspective of establishing and perfecting management system and connecting carbon Inclusive project system and carbon trading,and finally summarizes the implementation experience of foreign carbon Inclusive project system.The third part of the paper discusses the necessity and feasibility of the implementation of the carbon Inclusive project system in Beijing.This part first summarizes the opportunities and challenges for Beijing to achieve carbon neutrality.Secondly,the current practice of carbon Inclusive project in Beijing,the problems in the practice of carbon Inclusive project in Beijing,The feasibility of implementing the carbon GSP in Beijing is demonstrated from the perspective of the current legal policy in Beijing.This section concludes with an explanation of the importance of the implementation of carbon inclusiveness in Beijing.The last part of the paper is about the legislative construction and implementation of the carbon Inclusive project system in Beijing.It proposes the legislative proposal,conceptualizes the legislative purpose and principles,designs the system from various aspects of carbon Inclusive project such as carbon Inclusive project technical support,carbon Inclusive project methodology and carbon Inclusive project projects,designs the basis,subject and object of regulation of carbon Inclusive project;put forward the corresponding countermeasures for the dispute settlement of carbon Inclusive project.
