Research On The Construction Of Quality Evaluation System For Sustainable Development Reporting In The Power Industry Under Emission Peak And Carbon Neutrality Goals

In order to promote high-quality economic development and achieve the Emission Peak and Carbon Neutrality Goals,the performance of enterprises in sustainable development has attracted more and more attention from stakeholders.As an important carrier of sustainable development information,the quality of sustainable development report reflects the ability and attitude of enterprises in sustainable development,affects investors’ investment decisions to a certain extent,and is closely related to the sustainable development vision of enterprises.By conveying the company’s sustainable development information to the outside world,high-quality sustainable development reports meet the information needs of stakeholders,help stakeholders make responsible decisions,and then achieve the effect of promoting the realization of the Emission Peak and Carbon Neutrality Goals and energy conservation and emission reduction.Scholars at home and abroad have paid attention to the importance of sustainability report quality to stakeholder decision-making and enterprise survival,so they use content analysis method,index method and self-assessment method to evaluate report quality.However,under the background that enterprises need to actively achieve the Emission Peak and Carbon Neutrality Goals,no scholar has yet included the relevant indicators of the Emission Peak and Carbon Neutrality Goals in the sustainable development report quality evaluation system,so this paper will integrate the Emission Peak and Carbon Neutrality performance indicators into the sustainable development report quality evaluation system,which can enrich the research content of the existing literature to a certain extent.Firstly,based on the information disclosure system at home and abroad,the rating system of authoritative organizations and institutions,and the research results of experts and scholars,this paper constructs 6 first-level indicators and 32 second-level indicators of the quality evaluation system of sustainable development report in the power industry,and secondly,based on the characteristics of China’s power industry,sets up 2second-level indicators of the social performance module under the validity dimension.Finally,fully considering the impact of the Emission Peak and Carbon Neutrality Goals,four secondary indicators of the "dual carbon" performance module under the effectiveness dimension are set.Next,the system was used to evaluate the quality of HUANENG Power Int’l Inc.’s sustainability report from 2017 to 2021,and the evaluation results were analyzed from two dimensions: horizontal and vertical.This will clarify what problems still exist in sustainable development reporting,explore the reasons for the problems,and finally explore how to improve the level of sustainable development reporting,so as to achieve good results in the disclosure of sustainable development reports.Research conclusions: First,HUANENG Power Int’l Inc.is a large-scale power generation enterprise in China,and the level of sustainable development report disclosure is on the rise,but the sustainable development information disclosed by it still has problems such as formal content,incomplete disclosure,and low degree of voluntary disclosure.Second,the quality of HUANENG Power Int’l Inc.’s sustainability report is affected by multiple internal and external factors.Externally,the laws and regulations on information disclosure are not perfect,the investment demand orientation is not obvious,and there is a lack of independent third-party audits.Internally,the company’s management system is not perfect,the company’s understanding of sustainable development information disclosure is insufficient,and the disclosure ability is insufficient.All of the above factors have a negative impact on the quality of HUANENG Power Int’l Inc.’s sustainability reporting.Third,the Emission Peak and Carbon Neutrality Goals performance index can become an important part of the quality evaluation system of sustainable development report in the power industry.There is still a long way to go to improve the quality of sustainability reports,which requires not only the cost of enterprises,but also the cooperation of social resources.This paper proposes the following solutions to the quality of HUANENG Power Int’l Inc.’s reports,in order to improve the disclosure level of corporate sustainability reports.From the perspective of creating an external environment:introduce disclosure guidelines,supplemented by mandatory and voluntary disclosure requirements,investment to help spread the concept of sustainable development,introduce third-party audits,and enhance the credibility of information;From the perspective of improving their own capabilities: optimize the company’s management system,pay attention to supervision and guidance,and improve the cognition and ability of listed companies.
