Research On The Current Situation,Existing Problems And Countermeasures Of Industrial Carbon Emission Reduction In Suzhou From An International Perspective

Economic development leads to a large amount of greenhouse gas emissions,which brings environmental pollution and climate change problems.The international community has realized the importance of dealing with climate change and reached more consensus on the significance of carbon peak neutrality.China’s major carbon emission sector is industry,so the success of industrial carbon reduction is key to achieving the dual carbon target.In 2021,the industrial scale of Suzhou has exceeded4 trillion yuan,which is typical and representative among industrial cities and new first-tier cities in China.In terms of carbon emission reduction,Suzhou was included in the second batch of national low-carbon pilot cities in 2012,and has made some achievements in industrial carbon emission reduction practice,but there are still some problems.It is of great practical significance for Suzhou and other similar cities to study the actual situation of industrial carbon emission reduction,summarize experience and put forward corresponding countermeasures.Based on the theory of sustainable development as the logical framework,this thesis analyzes the relationship between economic development and carbon emission reduction in Suzhou city by using the theory of environmental Kuznets curve,and studies the advantages and disadvantages of industrial carbon emission reduction policy in Suzhou city by using the synergy theory and puts forward countermeasures.In the process of collecting arguments and carrying out analysis,literature analysis,in-depth interview,case analysis and other research methods are mainly selected.First of all,this thesis sorted out and studied the mature policy experience and advanced technological achievements of some foreign leading cities in carbon emission reduction,broke the difference between administrative levels,and analyzed the core logic of policies and measures.Secondly,the status quo of industrial carbon emission reduction in Suzhou is sorted out,and it is found that the economic development and carbon emission reduction in Suzhou conform to the inverted "U" curve relationship.Local government departments have introduced a series of measures to promote carbon emission reduction,and some progress has been made.However,there are still some problems in Suzhou’s industrial carbon emission reduction,including: the industrial structure needs to transform to a low-carbon direction,the independent will of industrial enterprises for carbon emission reduction is not strong,the industrial carbon emission reduction related technology is still lacking,the supply of industrial carbon emission reduction human resources is insufficient,and the carbon emission reduction role of consumption terminal is not fully played.Then,the policies and management experience of relevant governments and enterprises in industrial carbon emission reduction are sorted out,and the experience for Suzhou city is extracted.Finally,policy suggestions are put forward from three dimensions of macro policy field,enterprise development and technological innovation,and social environment to provide policy reference for Suzhou and similar cities to deepen industrial carbon emission reduction.The main contents include: adhere to the construction of laws and regulations to lead the industrial carbon emission reduction work,formulate the carbon emission reduction path in line with the local reality,optimize the industrial structure with the opportunity of carbon peak and carbon neutrality,make full use of synergistic effect to play the policy force,and take international cooperation as a platform to assist carbon emission reduction;Strengthen the independent will of enterprises to reduce carbon emission,promote the research and development and promotion of carbon emission reduction related technologies,strengthen the research and development of carbon emission reduction technologies in scientific research institutions and enterprises;Guide the public to establish the concept of carbon peak carbon neutral,pay attention to the training and construction of carbon peak carbon neutral talent team.
