The Influence Of Black Soil Protection On The Green Productivity Of New Agricultural Management Entities In Heilongjiang Province

Black soil is a scarce high-quality arable land resource.Implementing the major strategy of"scientific protection and rational utilization of black soil in Northeast China",carrying out quality protection work on black soil,ensuring and improving its sustainable production capacity,is an urgent issue for agricultural departments at all levels under the background of high-quality development strategy.With the deepening of the "Northeast black soil Protection Strategy",Heilongjiang Province has begun to rely on new agricultural management entities,adopt localized and distinctive methods to carry out black soil protection pilot projects and strengthen the protection of black soil.While achieving certain results in the protection of black soil in Heilongjiang Province,there are still problems that need to be solved,mainly reflected in the limited ability of current black soil protection to optimize the structure of agricultural production input factors,greenness,and comprehensive output.The reason is that the promotion mechanism and compensation mechanism of black soil protection technology need to be improved and perfected.In order to promote the implementation goals of the black soil protection strategy of "ensuring food production capacity,restoring and improving arable land quality,and promoting sustainable utilization of black soil arable land resources",and promote the high-quality development of black soil protection services for agriculture,this study introduces green productivity that can reflect the corresponding environmental costs of agricultural production activities,As an important indicator for evaluating the technical means and compensation policies of black soil protection on the economic and ecological comprehensive effects of agricultural production activities,and based on this,propose countermeasures and suggestions for optimizing the promotion mechanism and compensation mechanism of black soil protection technology.This study first defines the concepts of black soil protection,new agricultural management entities,and green productivity,and analyzes the impact mechanism of black soil protection on the green productivity of new agricultural management entities from two aspects:technical means and compensation policies,based on the theories of sustainable agricultural development,environmental regulation,substitution and income effects,and technological effects.Secondly,the current status of black soil protection in Heilongjiang Province is explained from two aspects:the research situation in pilot counties,as well as the current technical means and specific compensation policies.Once again,construct an SBM model and Tobit model based on unexpected outputs,use actual research data to measure and evaluate the green productivity of new agricultural operators in the sample,analyze the impact of black soil protection technology and compensation policies on green productivity,and verify the inference drawn from the theoretical analysis section.Finally,based on theoretical and empirical analysis conclusions,propose countermeasures and suggestions to optimize the black soil protection policy mechanism in Heilongjiang Province.The specific research conclusions are as follows:(1)The green productivity of new agricultural business entities in the research area sample is relatively high,but there are imbalances and fluctuations.(2)The black soil protection technology measures characterized and assigned by the degree of combined application of technology have a significant positive impact on the green productivity level of new agricultural management entities:the higher the degree of combined application of technology,the higher the green productivity level of new agricultural management entities.(3)The compensation policy for black soil protection,characterized by specific implementation forms and assigned by the degree of direct reduction of production costs,significantly positively affects the green productivity level of new agricultural business entities:the more direct the compensation implementation form is,the higher the degree of direct reduction of production costs,and the higher the green productivity level of new agricultural business entities.(4)In addition to the protection of black soil,the production and operation characteristics of new agricultural operators also have a certain impact on their green productivity.Based on the above research conclusions and combined with the current situation of black soil protection in Heilongjiang Province,policy recommendations are proposed to optimize the black soil protection mechanism in Heilongjiang Province and strengthen the green productivity of new agricultural management entities through black soil protection.Firstly,promote the protection of black soil through diversified and coordinated efforts.Secondly,continue to play the main role of new agricultural management entities in the protection of black soil.Thirdly,vigorously promote combined black soil protection technologies.Fourth,expand the coverage of government purchase of black soil conservation tillage services.Fifth,improve and improve other supporting policies for the protection of black soil.
